(Baonghean.vn) - It is expected that by October 2023, 100% of agencies, units and localities in Nghe An will be provided with sources to pay salaries at the new level.

According to Decree No. 24/2023/ND-CP stipulating the basic salary for cadres, civil servants, public employees and armed forces, from July 1, 2023,Apply the basic salary of 1.8 million VND/month to 9 groups of subjectsThe new basic salary increases by 20.8% compared to the previous basic salary (1.49 million VND/month).

However, up to this point, after Decree 24/2023 took effect for more than 2 and a half months, through research, most of the subjects receiving salaries and allowances prescribed in the Decree in Nghe An province such as cadres and civil servants from provincial to commune levels; officials in public service units; people working under labor contracts in administrative agencies and public service units... have not yet received the new basic salary level.

Ms. Dinh Thi Kieu Trinh - Deputy Head of the Department of Child Protection, Care and Gender Equality, Department of Labor - Invalids and Social Affairs said: "My current salary coefficient is 3.33 and the position allowance is 0.3, if I receive the new basic salary, my monthly salary will increase by about 1 million VND. However, up to now, civil servants like us have not received salaries according to the new basic salary".

Ms. Doan Thanh Tu - Cultural Officer of Minh Chau Commune (Dien Chau) said: "I am classified as a civil servant of type A1, with the current salary coefficient of 3.66 (level 5). According to the new basic salary, my monthly salary will increase by more than 1.1 million VND - a significant amount compared to the living standard in rural areas. Therefore, commune-level civil servants like us are looking forward to receiving the new salary."

Regarding this issue, in an exchange with Nghe An Newspaper, Mr. Ho Nghia Duc - Head of the Provincial Budget Department, Nghe An Department of Finance said: As of July 1, 2023, Nghe An was assigned a target of 3,292 cadres and civil servants; 56,776 public employees (including 2,820 teachers added according to Decision No. 72-QDTW dated July 18, 2022 of the Central Executive Committee of the Party); 95 people working at Association organizations; 1,373 preschool teachers on contract receiving salaries according to Resolution No. 16/2022/NQ-HDND dated July 14, 2022 of the Provincial People's Council; 9,480 commune-level civil servants and 5,768 part-time workers at the commune level, 3,799 people in villages and residential groups according to Decree No. 34/2019/ND-CP dated April 24, 2019 of the Government.

The salary fund and salary-related payments guaranteed by the state budget for cadres, civil servants and public employees of the province according to the old basic salary level (1.49 million VND) is 772 billion VND/month.

On July 17, 2023, the Ministry of Finance issued Circular No. 50/2023/TT-BTC guiding the determination of needs, sources and methods of spending to adjust the basic salary level according to Decree No. 24/2023/ND-CP and Decree No. 42/2023/ND-CP (effective from August 31, 2023); which stipulates: "Budget-using units are allowed to proactively use the assigned 2023 budget estimates and retained revenues according to the regime to promptly pay salaries, allowances and additional subsidies to subjects as prescribed in this Circular; report to the superior competent authority on the remaining funding needs (if any) for handling according to regulations".

The Department of Finance promptly issued Official Dispatch No. 3284/STC-NST dated July 20, 2023 to provincial departments, branches, sectors, and units; People's Committees of districts, cities, and towns to implement Circular No. 50/2023/TT-BTC, which clearly stipulates: "For sectors, units, and localities with current sources for salary reform, they can use them to pay for salary reform in 2023 according to regulations and be compensated for the remaining amount (if any) after the Department of Finance determines the need and reports to the Provincial People's Committee for consideration and decision".

Thus, based on the above provisions, from the time Circular No. 50/2023/TT-BTC takes effect (August 31, 2023), provincial departments, branches, sectors, units and localities will be proactive in paying the new basic salary (VND 1.8 million) from existing sources at the unit according to regulations.

According to discussions with the Nghe An State Treasury, up to now, many units have withdrawn their budgets to pay salaries to officials, civil servants, public employees and workers according to the new salary level (1.8 million VND/month).

For units and localities that do not have enough payment sources, based on the proposals of units and localities on the remaining needs, the Department of Finance has submitted to the Provincial People's Committee for consideration and decision to provide additional funding for salary reform (phase 1) in 2023 in Official Dispatch No. 4373/STC-NST dated September 19, 2023, the amount is 443 billion 975 million VND; of which: Provincial-level units 28 billion 925 million VND and district-level 415 billion 50 million VND.

It is expected that in October 2023, 100% of agencies, units and localities in the province will fully pay salary according to the new basic salary level.
