The 14th National Congress of the Party took place in a rapidly changing international and regional context with many instabilities, uncertainties, complex developments, and unpredictability. After 40 years of renovation, the country's foundation, potential, position, and international prestige have been raised to a new level. With the motto of Solidarity - Democracy - Discipline - Breakthrough - Development, the Congress determined the thinking, vision, and strategic decisions for us to firmly move forward in the new era, successfully implementing the country's development goals by 2030 when our Party celebrates its 100th anniversary (1930-2030); realizing the development vision by 2045, celebrating the 100th anniversary of the founding of the Socialist Republic of Vietnam (1945-2045).
I- ASSESSMENT OF THE IMPLEMENTATION OF THE 13TH PARTY CONGRESS RESOLUTION AND THE COUNTRY'S PROSPECT AFTER 40 YEARS OF RENEWAL
The implementation of the Resolution of the 13th National Congress takes place in the context of a rapidly evolving, complex, unstable, unpredictable world, with more difficulties and challenges than advantages, with epochal changes, many new and unprecedented issues, especially the Covid-19 pandemic, the Fourth Industrial Revolution taking place rapidly, profoundly and comprehensively, especially artificial intelligence; non-traditional security issues are increasingly complex. The world economy is declining and unstable under the impact of trade conflicts, adjustments to trade policies of major countries and global security issues. The Asia-Pacific and Indian Ocean regions, including Southeast Asia, continue to hold an important strategic position and are the growth engine of the world economy, but face many difficulties and challenges. Our country is deeply affected by adverse external factors, heavily and prolongedly affected by the Covid-19 pandemic, natural disasters, trade conflicts... having to deal with long-standing internal limitations and shortcomings, while also focusing on solving new, complex, and sudden problems.
In the context of many difficulties and challenges, with the will and aspiration to develop, create the future, innovative thinking, great efforts, and drastic actions, our entire Party, people, and army have joined hands and unanimously implemented the Resolution of the 13th National Congress. Our Party firmly leads the country.continue to achieve very important, comprehensive, breakthrough results, with many outstanding highlights.
1. Results achieved
(1) Economic development, implementation of 3 strategic breakthroughs achieved many important and outstanding results; resource management, environmental protection and climate change adaptation had positive changes.
The macro economy is basically stable, major balances are ensured. Inflation, state budget deficit and public debt targets are under control; trade surplus is continuously high; the domestic market is strongly developed. Development investment resources are mobilized and used more effectively. Many backlogged projects, long-term loss-making enterprises, and weak credit institutions have been resolutely handled, achieving many results. Many solutions to control and repel the Covid-19 pandemic have been resolutely implemented, including special and unprecedented solutions, especially vaccine diplomacy, free nationwide vaccination and the "dual" goal of focusing on disease prevention, control and prevention, and rapid economic recovery and development after the pandemic.
Economic growth in the 2021-2025 period will average about 6.3% per year, among the group of high-growth countries in the region and the world. GDP scale in 2025 is estimated to reach over 510 billion USD, 1.47 times higher than in 2020, ranking 32nd in the world, GDP per capita will reach about 5,000 USD, joining the group of upper-middle-income countries, highly appreciated by many prestigious international organizations. Growth quality has changed positively, the contribution of total factors (TFP) to economic growth is about 47%.
The economic structure continued to shift in the right direction, the proportion of agriculture, forestry and fishery decreased; the proportion of industry, construction and service sectors increased. Processing and manufacturing industries developed quite well; the localization rate improved. Agriculture gradually developed in an ecological, green, circular direction, applying high technology, improving quality and efficiency, continuing to promote its role as a "pillar" in the economy, ensuring national food security. New rural construction achieved many outstanding results, fundamentally changing the face of the countryside and improving people's lives. The service and tourism sectors recovered and developed rapidly; the marine economy continued to develop. Many new production and business models were formed, creating favorable premises for the development of new productive forces.
Promote decentralization, decentralization, and concentration of public investment capital on key national projects with high spillover, regional and inter-regional connectivity, fundamentally overcoming the situation of scattered and dispersed investment. Credit growth has been strongly directed towards production and business activities and priority areas. Production and business activities of a number of economic groups and state-owned corporations have been effective, maintaining a key position in the economy.
Innovate mechanisms and policies to promote private economic development, especially from 2025, affirming that private economic development is the most important driving force of the economy. Initially, a number of large-scale private economic groups operating in multiple sectors, capable of competing in the international market, will be formed.
Economic zones, industrial parks, and tourist areas associated with coastal urban chains have been formed and developed strongly; free trade zones have been established in a number of localities. Economic growth poles and centers of innovation, creativity, science, technology, education, and training have been initially formed in large cities; the urbanization rate by 2025 will reach 45%.
Management and use of resources; environmental protection and response to climate change, prevention, control and mitigation of natural disasters have been strengthened; institutions and policies have been gradually improved; capacity for forecasting, warning of natural disasters and adaptation to climate change has been improved; coordination between levels, sectors and localities has been closer and more effective.
Three strategic breakthroughs have been implemented synchronously, with a focus and key points, achieving outstanding results, creating a new foundation and driving force to promote socio-economic development. Strongly innovate thinking and methods in building and organizing law enforcement; focus on adjusting, supplementing and perfecting laws in the direction of thorough decentralization and delegation of power, maximally simplifying administrative procedures to remove difficulties, obstacles and bottlenecks in implementation, ensuring the rights and legitimate interests of people and businesses. The quality of human resources has been increasingly improved. The socio-economic infrastructure system has made a breakthrough development, many large-scale important infrastructure projects have been invested and upgraded, such as highways, airports, seaports, digital infrastructure, etc., contributing to changing the face of the country and opening up new development space. Focus on investing in science and technology development, innovation and national digital transformation, especially high technology, building a national data center; Applying population data, electronic identification and authentication... creates momentum for innovation in growth models and increases the added value of the economy.

More fully aware of the role and importance of culture in sustainable development. Institutions, policies and investment resources for cultural development are strengthened. The system of cultural institutions is focused on building and promoting. Cultural activities, cultural and artistic products are increasingly diverse and rich. Cultural industry, cultural services and cultural markets are gradually developed. International integration in culture is increasingly expanded. The National Target Program on Cultural Development for the period 2025 - 2035 has been built and implemented.
The Party and State's policies and guidelines on comprehensive human development are increasingly comprehensive, focused and substantial. The discovery, attraction, training and use of talents have initially had positive changes. The Human Development Index (HDI) has improved significantly, up 14 places, reaching 0.766 points, belonging to the group of countries with high human development. The happiness ranking index has increased 33 places compared to the beginning of the term, ranking 46/143 countries.
The fundamental and comprehensive reform of education and training has achieved a number of important results. The content and methods of education and training have been innovated; the quality of education and training at all levels has been improved. International cooperation in education and training continues to be expanded. In particular, tuition fees have been exempted and supported for preschool children, high school students, and those studying general education programs in the national education system. The policy of investing in the construction of inter-level boarding schools in land border communes has been implemented early.
Science, technology, innovation and digital transformation continue to be identified as the driving force for development. Science and technology institutions are focused on innovation, improvement and more synchronous development; science and technology potential is enhanced. International integration in science and technology is promoted; innovation and the development of the startup ecosystem are encouraged.
Economic growth is more closely linked to ensuring social progress and equity; prioritizing the allocation of resources for social security and human development. The material and spiritual life of the people has been significantly improved. Social policies, ethnic and religious policies, policies for people with meritorious services, policies for overseas Vietnamese... continue to be improved and implemented with much progress. Social security is increasingly guaranteed; social welfare is increasingly improved. Sustainable poverty reduction policies and solutions are implemented synchronously and effectively in the spirit of "leaving no one behind". The multidimensional poverty rate has decreased from 4.4% in 2021 to 1.3% in 2025. Accelerate the implementation of the Project to invest in building at least 1 million social housing apartments; establish a National Housing Fund. By September 2025, complete the elimination of temporary and dilapidated houses nationwide. The number of people receiving regular social assistance is being expanded, reaching over 3.5 million people by 2025, of which 55% are elderly people.

National defense and security continue to be strengthened in terms of potential, forces and posture. The national defense foundation, the national defense posture, the people's security foundation, and the people's security posture are increasingly consolidated; closely linked with the solid posture of the people's hearts, especially in key strategic areas, border lines, and islands.
Focus on investing in and building a revolutionary, disciplined, elite, and gradually modern People's Army and People's Public Security, with a number of military branches, services, and forces advancing straight to modernity; basically completing the adjustment and reorganization of the Army and Public Security to be lean, compact, and strong. The defense and security industry has been invested in and developed, with breakthroughs, ensuring dual-use and modernity. The work of Party building in terms of ideology continues to be strongly innovated, going into depth, contributing to raising awareness, strengthening solidarity and unity within the Party and the political system. There have been many innovations in organizing research, studying, thoroughly grasping, propagating and implementing Party resolutions. The work of summarizing practices and researching theories is given importance, closely linked with policy orientations. The theoretical system on the path of innovation, socialism and the path to socialism in Vietnam continues to be perfected. The work of education, training and fostering in ideology and political theory has many innovations. The work of protecting the Party's ideological foundation and fighting against erroneous and hostile viewpoints has been deployed resolutely, synchronously and effectively.
The work of Party building in terms of ethics is given special importance. Revolutionary ethical standards are upheld and the exemplary responsibility of cadres and party members is promoted. The higher the position, the more exemplary one must be, especially the leader. The work of educating, training, studying and following Ho Chi Minh's ideology, ethics and style, combined with the implementation of the Party's regulations on building cadres and party members, is widely and effectively implemented.
Mass mobilization work has been strengthened, contributing to tightening the close relationship between the Party and the People. Focusing on dialogue, listening to opinions, promptly resolving the people's legitimate concerns and recommendations, promoting the people's role in participating in building the Party and the political system, contributing to consolidating the people's trust in the Party.
The work of Party building in terms of organization has been carried out resolutely, strongly, comprehensively and synchronously. The work of building grassroots party organizations and improving the quality of party members has received specific, substantive and effective leadership and direction. The work of Party building and developing party members in private enterprises and ethnic minority, religious, border and island areas, and among students has been strengthened, basically eliminating the situation of "empty" party members in villages and hamlets. The work of managing, reviewing and screening party members has been carried out more seriously, strictly and in accordance with regulations. The work of changing party membership cards throughout the Party has been carried out, improving the effectiveness of party member management.
Party building work on cadres has received special attention, with many innovations contributing to the comprehensive development of cadres at all levels, especially strategic cadres. In particular, for the first time, the arrangement of 100% of provincial and municipal Party secretaries and heads of commune-level inspection committees has been completed, not being local people; 50% of provincial inspection committee heads have not been local people, and ensuring the completion of the arrangement of provincial inspection committee heads who are not local people from the beginning of the 2025-2030 term; developing a plan for the arrangement of chairmen of provincial and municipal People's Committees and chief inspectors of provinces and cities who are not local people before and immediately after the 14th National Party Congress. In a very short time, the system of Party regulations, Constitution, laws, etc. has been synchronously revised, supplemented, and newly promulgated, creating a solid political and legal foundation for the apparatus to operate normally, continuously, and smoothly, contributing to paving the way for development creation. The work of deploying and organizing the implementation of the new organizational model has been strongly innovated. The work contents have been led and directed very urgently, decisively, synchronously, democratically, scientifically, and highly effectively, ensuring the leadership of the Party, the management of the State, and the supervision of the People, maintaining principles, complying with regulations, and steadfastly and persistently pursuing the set goals; up to now, the entire political system has completed all goals with a very large amount of work and exceeding the set schedule.
The results achieved in recent times have affirmed the breakthrough and comprehensive innovation in leadership, direction and implementation:
- The organizational system, Party, State, Fatherland Front agencies, and socio-political organizations from the central to local levels are reorganized synchronously, streamlined, effectively and efficiently.
- End the activities of party delegations and party executive committees, establish new party committees at the central and provincial levels; reduce many agencies and units directly under the central and provincial levels and internal focal points.
- Organize administrative units according to the new model simultaneously with merging provincial and commune-level administrative units; merge and reduce 29 provincial-level administrative units, reduce 7,277 commune-level administrative units, do not organize district-level administrative units; reorganize the local military and police system, inspectorates, courts, procuracies, agencies and units of vertical management, arrange local party organizations in sync with agencies, units and organizations of the political system according to the model of organizing 2-level administrative units; arrange socio-political organizations and mass associations assigned by the Party and State to be directly under the Fatherland Front at all levels.

Achieving the above results first of all stems from the continuous and persistent efforts of our entire Party, people and army over many terms; is the result of the correct and creative policies, guidelines and strategic decisions of the Party in this term, which prominently demonstrate the intelligence, mettle, enthusiasm, the role of the Party's core leadership, initiating, creating motivation, orienting development and directing implementation in accordance with the country's reality and the trend of the times; is the result of the solidarity, unity and the wise, synchronous, drastic and effective leadership and direction of the Party Central Committee, the Politburo, the Secretariat, headed by the General Secretary and Party committees and organizations at all levels; is the result of the sharp, drastic and effective management and direction of the Government, the Prime Minister and authorities at all levels; the efforts to innovate the content and methods of operation of the National Assembly and People's Councils at all levels; the active and effective participation of the Vietnam Fatherland Front and socio-political organizations; the consensus, synchronous and harmonious coordination of the entire political system and the efforts of cadres and party members. In particular, it is the result of our Party's arousing and promoting the tradition of patriotism, self-reliance, creative work spirit, responsibility, determination and development aspirations of the entire people, combining national strength with the strength of the times, creating a great combined strength for the cause of national construction, development and defense of the Fatherland.
2. Limitations and weaknesses
The completion of development institutions is still slow. Some laws, mechanisms, policies, regulations, and administrative procedures are still contradictory, overlapping, and lacking in synchronization, hindering development. Economic growth is still below potential and has not reached the set target. Productivity, quality, efficiency, and competitiveness of the economy are still low; the average 5-year labor productivity growth rate is estimated at 5.3%, lower than the set target, and the ICOR coefficient is still high (6.9). Innovation of the growth model associated with economic restructuring is still slow. Capacity and technological level are still weak, lacking in fundamental industries and strategic technologies that act as the core to promote economic growth. Science, technology, and innovation have not become the main driving force for industrialization, modernization, and national development. Infrastructure is not yet synchronous, weak, lacking, and has not kept up with the requirements. The clearing, mobilization, and allocation of development resources are still limited.
Environmental pollution has not been effectively controlled, and in some areas it is even more serious, especially in large cities, industrial zones and craft villages. The ability to respond to and mitigate the effects of natural disasters and climate change has not met requirements. The management and use of resources and minerals, especially land and water resources, are not very effective.
Culture has not really become a resource, an endogenous strength and a strong driving force for development. The system of national values, the system of cultural values, the system of family values and the standards of Vietnamese people have been slowly clarified. The necessary mechanisms, policies and social environment for comprehensive human development, high-quality human resources and the use of talents have not been established synchronously. Investment in culture is still low and scattered. The development of cultural industry, cultural services and tourism is not commensurate with the potential. The cultural market is slow to develop. The cultural environment is not really healthy; social ethics still show signs of degradation. The management of some cultural, religious and belief activities is still inadequate and shows signs of being lax. The opportunity to access and the level of enjoyment of the results of cultural development are still different between regions, areas and social classes.
The implementation of fundamental and comprehensive reform of education and training is not synchronous, lacks system, and is still confusing. The implementation of socialization in education and training shows signs of deviation. The quality of education and training, especially education on qualities, personality, profession, and higher education is slow to improve. Education and training in remote, isolated areas, and ethnic minority areas still face many difficulties; the regime and policies for teachers are still inadequate.
The mechanisms and policies on science, technology and innovation still have many limitations and problems. The mechanisms, policies, investment resources, financial management in science and technology and the treatment regime for intellectuals are not suitable. The science and technology market is slow to develop. Some strategic and key science and technology sectors are still slow to develop. Enterprises have not really played the role of the center of the national innovation system.
Social security, human security, and social welfare have not been firmly guaranteed. Population and development policies have not kept up with practical requirements. The gap between rich and poor and social inequality tend to increase. Transport infrastructure, electricity, and water in remote areas and ethnic minority areas are still difficult. Health services are still limited, especially primary health care and preventive medicine.
The work of organizing the implementation of Party resolutions, policies and laws of the State has many innovations and good practices, but has not yet caught up with the requirements of breakthrough development of the country. The leadership role of some Party committees is still limited. Political and ideological education is sometimes and in some places not close to reality and lacking in depth. There are still some shortcomings in personnel work, especially in the evaluation of cadres; control of power in personnel work, especially the management of strategic-level cadres, is still limited. Some agencies and organizations, especially administrative agencies at the commune level and unions, are arranged and operate according to new functions, tasks and authorities, but initially there are some difficulties. The work of building Party organizations, managing and developing Party members still has some difficulties and shortcomings, especially in remote areas, ethnic minority and religious areas and the non-state enterprise sector. A number of cadres and party members, including high-ranking cadres, lack self-cultivation, training, are not exemplary, have faded ideals, have degraded political ideology, ethics, and lifestyle, and have shown signs of pushing, avoiding, not daring to do, not daring to innovate. The potential, resilience and adaptability of the economy have been raised, creating momentum for rapid growth in the next period. The trend of strategic autonomy, economic competition, promoting green transformation, digital transformation, energy transformation, structural transformation and quality of human resources... is increasingly attracting the attention and promotion of countries.
The Asia-Pacific and Indian Ocean regions continue to be dynamic development centers, but are also key areas of strategic competition among major countries. Disputes over territorial sovereignty, seas, and islands, including the East Sea, continue to develop complicatedly, with the potential risk of conflict. Socio-economic development is not yet sustainable. The four risks pointed out by the Party have been gradually overcome, but some aspects are still complicated. The overarching risk is the risk of falling behind, especially in technology and falling into the middle-income trap. Development thinking has not kept up with world development trends, policy responses have not been timely, and development institutions have been slow to be adjusted and synchronously perfected, failing to meet the requirements of rapid and sustainable development of the country in the new period. The population aging process is happening faster than forecast. Climate change, natural disasters and epidemics are increasingly severe. Corruption, waste and negativity in a number of areas are still complicated and serious. Hostile and reactionary forces continue to carry out many tricks and plots to sabotage our Party, State and regime. The work of protecting independence, sovereignty, unity, territorial integrity, especially protecting sovereignty, sovereign rights, jurisdiction and national interests in the East Sea, protecting the Party, State and regime, protecting sovereignty, national security in cyberspace and water resource security still faces many challenges.

(1) Strong breakthroughs in development institutions, improving the capacity to plan and organize the implementation of the Party's guidelines and policies, the State's policies and laws to unblock, liberate and effectively promote all resources; promote decentralization and delegation of power in management and development administration between the Central and local levels, promote the role of autonomy and self-responsibility of localities; promote breakthroughs in science, technology, innovation and digital transformation to serve and create development; promote private economic development; build a new startup ecosystem; develop new productive forces, new production and business models and methods.
(2) Focus on restructuring and improving the quality of human resources, developing high-quality, highly qualified human resources; promote the attraction and use of talents; encourage and protect dynamic, creative cadres who dare to think, dare to do, dare to take responsibility for the common interest. Strongly innovate cadre work, ensure objectivity, democracy, substance, and effectiveness, especially the work of appraisal and evaluation of cadres in accordance with the policy of "in, out", "up, down". Build a team of leaders and managers at all levels of the political system, especially strategic and grassroots cadres who are truly exemplary, have advanced thinking and management capacity, suitable for the new organizational model and the requirements of the country's breakthrough development.
(3) Continue to synchronously complete and make strong breakthroughs in the construction of socio-economic infrastructure; especially multi-modal transport infrastructure, technological infrastructure serving the management, governance and development creation process, infrastructure serving digital transformation, green transformation, energy transformation, and climate change adaptation.
