The preliminary draft of the (amended) Constitution consists of 140 articles.
On August 18th, the Committee for Drafting Amendments to the Constitution held its 4th plenary session to discuss the preliminary draft of the amended Constitution, prepared and submitted by the Editorial Board for the 1992 Constitutional Amendments. National Assembly Chairman Nguyen Sinh Hung, Chairman of the Committee for Drafting Amendments to the 1992 Constitution, presided over the session. Also present were Politburo members: Standing Member of the Secretariat Le Hong Anh; Secretary of the Central Committee and Head of the Central Propaganda Department Dinh The Huynh; Vice Chairwoman of the National Assembly Tong Thi Phong; Deputy Prime Minister Nguyen Xuan Phuc; Minister of Public Security Tran Dai Quang; and other members of the Committee.

Speaking at the session, National Assembly Chairman Nguyen Sinh Hung stated that this was the first session where the Constitutional Amendment Drafting Committee gave its opinion on the preliminary draft of the amended Constitution prepared and submitted by the Editorial Board for the 1992 Constitutional Amendment Drafting.
The preliminary draft prepared by the Editorial Board consists of 11 chapters and 140 articles, a reduction of 1 chapter and 7 articles compared to the 1992 Constitution.
National Assembly Chairman Nguyen Sinh Hung highly appreciated the efforts of the Standing Committee of the Editorial Board and the Editorial Board in proactively and promptly developing and proposing amendments and additions to the Constitution.
Members of the Constitutional Amendment Drafting Committee focused on providing feedback and expressing their views and opinions on the major and important contents of the Constitution as expressed in specific chapters and articles of the Draft.
Based on the opinions expressed at the meeting, the Committee for Drafting Amendments to the 1992 Constitution instructed the Editorial Board to continue revising and perfecting the draft; incorporating into the document the issues that the Committee had reached a high level of consensus. For issues where there are still differing opinions, the Editorial Board needs to continue researching and proposing options for the Committee to consider and decide upon.
The preliminary draft of the amended Constitution will continue to be revised and perfected before being submitted to the National Assembly for comments at the October 2012 session.
