Putting life into resolution
(Baonghean) - In the process of leadership, the Party and State at all levels issue many policies and many types of documents, in which "Resolution is a form of document deciding on basic issues after being discussed and approved by majority vote at the conference, expressing the opinion or intention of an agency or organization on a certain issue".
For a long time, we often say and write the phrase "Putting resolutions into life". That is a process when there is a policy or resolution, we must develop a plan to organize learning, dissemination, propaganda, assign direction for implementation, monitor, inspect - supervise, summarize the implementation of the resolution,... If one step is missing, it will affect the quality and results of implementation.

The society we live in has a lot of work in many fields of politics, economics, socio-culture, national defense, security, Party building and the political system. Therefore, the Party and the State must have many resolutions to lead and direct. There are many wise, correct, timely resolutions, originating from real life, agreed and responded to by cadres, party members and people. The resolutions have been put into practice very vividly, practically and effectively.
However, there are also resolutions that are issued but the results are not as expected. This is not only because the process of awareness, implementation, learning, dissemination, etc. does not meet the requirements, but also because the resolution (or policy) does not really originate from the needs of life. When cadres, party members, and people lack enthusiasm, study perfunctorily, the plan is "coping", inspection - supervision is general, "spring and autumn two periods", ... then the expected goals and requirements cannot be achieved.
Therefore, if we want to "bring resolutions into life", we must "bring life into resolutions".

Nowadays, the level of cadres and the level of education of the people have been raised much higher than before. It is necessary to filter out the contents that need to be issued as resolutions. Other contents need to be included in other types of documents such as instructions, official dispatches, etc. The implementation of these documents will be assigned to specific organizations and individuals, eliminating a process of learning, dissemination, etc. Thus, all levels will save time, focus on leading and directing the key, basic, practical, and urgent contents for life.
The content of resolutions also needs to be short, concise, clear, and less theoretical and general. Because after all, proposing a policy and issuing a document also comes from "for whom?", "to do what?", "how?" as Uncle Ho taught.
