Bringing good party members to work in weak party cells
(Baonghean) - In order to strengthen and enhance the capacity and fighting strength of village party cells in difficult areas, in recent years, Party committees at all levels in the province have increased the number of capable party members to participate in activities in weak units. Not only playing the role of a bridge between "the Party's will and the people's heart", but also with their experience and prestige, the increased party members have supported the village party cells to promote their leadership role, strengthening people's trust in the grassroots party organization.
Units that are strengthened and supplemented with party members for activities are usually areas that do not have enough party members to establish a party cell; areas with party cells at risk of becoming white again or with weak roles, fighting strength, and quality of activities, and have not been able to develop party members for many years. Yen Thanh district currently has 31 hamlets that must strengthen 109 party members to establish party cells (including 11 party cells at risk of becoming white again) in 22 communes. The entire district has 15 hamlets (in 10 communes) that do not have party members, so they must strengthen 61 party members (100%) to establish a party cell, and 16 hamlets (in 10 communes) have local party members but not enough, so they must strengthen 48 party members to establish a party cell.

According to Mr. Nguyen Viet Hung - Standing Deputy Secretary of Yen Thanh District Party Committee: Increasing party members to hamlets without party members or not enough party members on site to establish party cells, in the immediate future, will solve the situation of hamlets without party cells or party members, in order to ensure the leadership of the party in all aspects of social life.
Enhanced party members also play the role of a "bridge" to bring the Party's policies and the State's laws closer to the people, grasp their thoughts and aspirations, answer people's questions within the scope of their duties and responsibilities, or advise the Party committee and government to promptly resolve issues arising at the grassroots level.
The Nha Dua hamlet party cell in Kim Thanh commune currently has 6 party members, including 3 local party members and 3 party members who are commune cadres who have come to increase their participation in activities. The party cell secretary is Mr. Nguyen Xuan Vinh, who is the Chairman of the War Veterans Association of Kim Thanh commune, who has been with the cell since its establishment in 2011. With the locality being almost isolated from the commune center, the lives of the people in Nha Dua hamlet with 31 households and 122 people face many difficulties. In the early days, the mass organizations did not have regular activities, the hamlet did not have a cultural house, there was no electricity grid, and the people were mainly local contributors, so the movements were limited.
Party cell secretary Nguyen Xuan Vinh and party members who are commune cadres have been regularly staying close to the locality, staying close to the grassroots, consolidating the mass organizations, and reviving the general movement. Currently, the hamlet has a cultural house, clean water, and the movements are developing strongly and evenly. Most excitingly, the party cell has admitted two more party members, bringing Nha Dua hamlet out of the danger of having no party cell.
Anh Son district currently has 17 party cells in 7 commune party committees at risk of no longer having party cells. These are all party cells with less than 5 local party members, party members who are old and weak, and party recruitment sources are difficult. In particular, there are 5 party cells at high risk of losing their original form (with less than 3 local party members) such as Party Cell 1 of Thanh Son commune, Party Cell 4 of Ban Veu commune, Party Cell 10 of Hoi Son commune, etc.
Faced with that reality, grassroots party organizations in Anh Son district have increased the number of party members participating in activities at village party cells. Most party members have promoted their sense of responsibility, effectively advised the Party Committee and government from the commune to the grassroots level, and advised the Party cells to issue resolutions that are appropriate to the actual situation of the locality and unit.
For example, in Binh Son commune - where there are 2 party cells with only 2 local party members (party cell 1, party cell 7), there are 6 party cells from 2002 - 2016 that could not recruit any party members, the commune Party Committee has assigned party members to participate in activities with party cells with less than 5 party members, directly monitor and assist party cells in party development work, improve the quality of activities, improve the capacity of party cell secretaries, and rejuvenate the contingent of cadres and party members. Currently, Party cell 1 has discovered and trained 3 outstanding masses; Party cell 7 also has 3 sources to propagate and mobilize to attend party sympathy classes...
In Phuc Son commune - where there are 3 party cells at risk of becoming white, namely Con Den party cell and 2 party cells in ethnic minority areas, Veu 2 and Veu 4, the Party Executive Committee of the commune has also implemented many solutions to supplement human resources for party cells with few party members, including assigning prestigious, capable, and experienced party committee members to participate in activities or become party cell secretaries. For example, at Con Den party cell, the Party Committee of the commune has increased the number of party members who are commune officials and civil servants, including comrade Nguyen Thi Hoa, standing member of the Party Committee, as party cell secretary. The party cell has currently admitted 2 new party members, including 1 youth union cell secretary who is also head of the front work committee and a representative of the commune People's Council. The party cell of Veu 4 village is currently completing admission procedures for 2 outstanding people.

In Hoang Mai town, there are 2 hamlets without party cells: block 7, Quynh Xuan ward and hamlet 4, Quynh Vinh commune and 5 hamlets at risk of no longer having party cells. According to comrade Ho Van Cay - Head of the Organizing Committee of the Town Party Committee, in addition to selecting and strengthening party members with capacity, prestige, and understanding of customs and practices to establish party cells in hamlets without party cells, attaching the responsibility of party members who are civil servants of communes and wards in building party cells, developing party members when participating in activities at block and hamlet party cells at risk of becoming white again, considering this as an annual evaluation and classification criterion.
The regulation that Party Committee cadres of the Town Party Committee, who are heads and deputy heads of departments and offices of the Town Party Committee and the Town People's Committee, periodically attend meetings at Party cells of local Party Committees in the town has also been directed to be implemented seriously and systematically. Thereby, cadres have the conditions to propagate the Party and State's guidelines and policies to Party members and people; listen to the recommendations, aspirations of Party members and people, and promptly resolve problems arising at the grassroots level. At the same time, it helps the village Party cells affirm and enhance their comprehensive leadership role in the locality.
In some other localities, the increase of cadres and party members who are communal civil servants is not only implemented in hamlet party cells at risk of becoming white and having few party members, but is also implemented in units identified as weak to improve the capacity, fighting strength and core role of the party organization at the grassroots level. Xa Luong commune, Tuong Duong district has 13 party cells (8 rural party cells). Of which, Na Be was previously a weak party cell, with party members who fell into drug addiction and child trafficking and were sentenced to prison. In addition, this unit also experienced internal disunity, the village chief violated lifestyle ethics, and was ambiguous in public fund collection and expenditure, which was handled.
Faced with that reality, the Party Committee of Xa Luong commune has increased the number of party members working at the commune People's Committee office to participate in activities, including financial officer Tran Thi Hue, accountant Lo Thi Long and Vice Chairman of the commune People's Committee Lo Thi Tra My. Mr. Loc Quoc Viet - Secretary of the Party Committee of Xa Luong commune said: Before the increased number of party members came to participate in activities, Na Be had a fairly flat terrain, however, people's lives faced many difficulties due to many areas of land being abandoned and not cultivated. In 2014, after dissolving the Party cell of the commune People's Committee office, we decided to increase the number of party members to Na Be, including the Vice Chairman in charge of the commune's agriculture and forestry sector. Up to now, with the help and guidance of the increased party members, the Na Be Party Cell has been strengthened, leading people to grow rice and crops quite well.
In the resettlement areas of Hua Na Hydropower Plant (Que Phong), Ban Ve Hydropower Plant (Thanh Chuong), and resettlement areas of fishing villages in Do Luong, Nam Dan, etc., increasing party members for village party cells is considered one of the solutions to strengthen the political system and party organization in difficult areas. In fact, after the Party Committee at higher levels increased party members to participate in activities, the fighting strength of the party cells was enhanced, most notably in the role of leadership, direction, propaganda and mobilization, even "holding hands and showing how to do things" to help people develop the economy, build a cultural lifestyle, and build new rural areas, etc.
The enhanced party members have become a bridge connecting the "Party's will and the people's heart" at the grassroots level. However, in order for them to be able to "fulfill their roles", in addition to the efforts and sense of responsibility of each enhanced party member, it is necessary to have the attention, facilitation, timely encouragement, and regular inspection and supervision of the Party Committees at all levels regarding the level of task completion as well as the contributions of enhanced party members to the village Party cell to the general movement at the grassroots level.
