Today, I and my comrades in the provincial delegation are very pleased to attend the 27th Congress of Nam Dan District Party Committee, term 2020 - 2025, an important political event, focusing on high intelligence, demonstrating the will, aspiration and strength of the Party Committee and people in the whole district.

Dear Congress!

Through listening to the Political Report, the Review Report of the 26th District Party Executive Committee, and the opinions of the delegates today, we are pleased to see that over the past 5 years, the Party Committee and people of Nam Dan district have achieved many important and comprehensive results in all fields.

The average growth rate is quite high, reaching 10.1%, the economic structure is shifting in the right direction. Average income reaches 55 million VND/person/year, an increase of 25 million VND compared to 2015; The poverty rate has decreased to 1.46%.

In agricultural production, we have actively transformed crops and livestock, and developed many production models for high income. Industry and services have been expanded, and infrastructure has been invested in and built more and more synchronously. National defense and security have been maintained, and social order and safety have been ensured. The work of building the Party and the political system has been focused on and strengthened. We have regularly done a good job of welcoming leaders of the Party and the State, people inside and outside the province, and international friends to visit Uncle Ho's homeland.

Many cultural and economic institutions have been actively implemented, making the rural and urban areas of Nam Dan have a clear improvement. The most concise evidence of these results is that Nam Dan has achieved the new rural district standard, 3 years ahead of the set target and has been approved by the Prime Minister to implement the pilot project to build a model new rural area in the direction of developing culture associated with tourism.

The achievements of the Nam Dan District Party Committee are the result of continuous and persistent efforts over many terms, vividly demonstrating the Party's will, the people's heart, the solidarity, unity, efforts and high determination of the entire political system, all cadres, Party members and people of the district. This result has made an important contribution to the overall development of the province and created very basic and important premises for Nam Dan District to continue to develop in the coming time.

The achievements of Nam Dan are very proud, but compared to the potential, position, desires and expectations, we cannot help but worry when there are still 3 main targets of the past term that have not met the plan. Nam Dan is still a district that is not strong in economic development; budget revenue and the proportion of industry - services are not high; agricultural production is generally still small-scale, linkages in the value chain are still limited, and the potential of agricultural land has not been fully exploited. There are not many products serving tourism.

The leadership and direction capacity of the Party organization, the management and operation of the government, and the activities of the Fatherland Front and mass organizations still have certain limitations. The setting of examples and setting of examples by some cadres and party members is sometimes, in some places, and in some things not strict; conservative thinking, waiting, and early satisfaction still permeate a part of cadres and people.

I propose that the Congress continue to analyze carefully with a critical and self-critical attitude the shortcomings and limitations, clarify the causes, especially subjective causes, to draw lessons and find effective solutions in the coming time.

Dear comrades!

Nam Dan is famous as a land of “talented people”, representing the long-standing, rich and beautiful cultural tradition of Nghe An, the homeland of many heroes, heroes, famous patriotic scholars; the people are hard-working, resilient, brave, ready to sacrifice for a great cause; the land has many craft villages, festivals, relics, famous landscapes far and wide. In particular, Nam Dan is the homeland of President Ho Chi Minh - the great leader of our Party and people, the Hero of national liberation, an outstanding cultural celebrity. That is the pride, the “eternal value”, a great strength of the district.

At the same time, Nam Dan is located in the key economic region of South Nghe An - North Ha Tinh, is one of 4 districts nationwide selected to pilot development to become a model new rural district in the direction of cultural development associated with tourism, period 2018 - 2025, the opportunity to advance is very large but the challenge is also not small in the current context, requiring the Party Committee and people of the whole district to make more efforts in all aspects.

During the preparation process for the congress, I personally and the Provincial Party Committee Standing Committee have commented on the content of the documents submitted to today's congress, especially the directions, goals, and main tasks for the Party Committee in the coming term. The District Party Committee Standing Committee has seriously received and completed the draft documents. At today's congress, I will raise and emphasize a number of contents for us to discuss and decide:

The first:Nam Dan needs to focus on maximizing the "monopoly" advantage of tourism, making tourism a spearhead economic sector of the district. In fact, although there are many tourists coming to Nam Dan, they only stop at sightseeing, few stay, and tourists' spending is still low. Accordingly, Nam Dan needs to pay due attention to attract a number of reputable investors to develop tourism infrastructure; Focus on improving the quality of tourism human resources, training basic foreign languages ​​for people to anticipate serving international tourists, community tourism in the integration period; promote the development of tourism products to increase tourists' spending.

In particular, Nam Dan needs to focus on building, protecting and honoring Ho Chi Minh's cultural values, making Ho Chi Minh's culture permeate and embody in every Nam Dan person today, such as: rich in humanity, purity, love, kindness, friendliness, hospitality... turning culture into a unique tourism product of Nam Dan, thereby attracting and creating an impression on every visitor, especially friends and international visitors.

Focus on promoting the unique tangible and intangible traditional cultural values ​​of Nam Dan such as the Lotus Village Festival, the Mai King Festival; cultural activities, folk music and singing of Hat Vi, Hat Dan Ca Phuong Vai, cruise on Lam River; Strengthen close and direct links with key tourist destinations of Cua Lo, Vinh City, Do Luong, Thanh Chuong, Anh Son and other localities to attract and retain tourists to explore and experience. Pay attention to promoting the role of the community in tourism activities, especially having regulations on policies, at the same time having to encourage and motivate each citizen, cadre and party member of Nam Dan to join hands in developing tourism.

Monday:Nam Dan needs to focus on promoting rural economic development as the core to promote effective and sustainable new rural models, in the direction of developing high-tech agriculture, clean agriculture, concentrated commodity production, increasing production value per unit area. Promote the OCOP program, improve the quality and brand of specialty products associated with tourism development to export local products.

Strengthening land accumulation, forming large specialized commodity growing areas, associated with the application of science and technology, rationally arranging the crop structure of crops on riverside alluvial land, fertile land in the fields, rice land, and hilly land, contributing to improving the efficiency of agricultural land use. Promoting the development of farm economy, family farms growing specialty seedlings; synchronously investing in internal traffic and irrigation systems to ensure proactive irrigation. Effectively exploiting forestry economy, doing a good job of forest care, protection, fire prevention and fighting.

Focus on building rural landscapes as the foundation for building new model rural areas, increase planting and maintaining trees to preserve the soul of the countryside, minimize the negative effects of solidifying and concreting traffic; maintain and develop cultural spaces and community activities to ensure modernity but preserve traditional cultural identity; promote and expand production associated with "model gardens" to ensure safety and friendliness, gradually responding to negative impacts on human life and the rural environment.

Prioritize the development of light industry, high-tech processing industry, environmentally friendly, suitable for the requirements of building a new model rural area. Pay attention to developing service and trade sectors associated with sightseeing, tourism and shopping.

Tuesday:Based on the identified and determined development orientation until 2025, Nam Dan needs to invest efforts, intelligence, enthusiasm and responsibility to build and complete the district planning in a fundamental, systematic manner, with a long-term vision, in accordance with the planning of the Central and the province. The Nam Dan planning must be a model of the province, reflecting the depth of cultural sediments, the stature of the homeland of the great President Ho Chi Minh; closely following the development goal of becoming a model new rural district in the direction of cultural development associated with tourism.

Along with building good planning, it is necessary to focus on implementing well, protecting good planning, unifying and throughout, minimizing the proposal of planning adjustments, leading to problems arising, disrupting the general planning. Do not encourage industrial development in the exploitation area of ​​tourist routes and spots; Resolutely reject investment projects with negative impacts, with high risk of causing environmental pollution.

Currently, the Master Plan for the conservation, restoration and promotion of the value of the special national relic site of President Ho Chi Minh Memorial Site in Kim Lien is being submitted to the competent authority for approval. Nam Dan needs to proactively have a plan to reasonably allocate resources such as land fund, investment in transport infrastructure, electricity, water, communications, site clearance, etc. to be ready for implementation as soon as the plan is approved, and at the same time integrate it into the general plan.

Wednesday:Nam Dan has an extremely important geopolitical position of the province as well as the country, is a special address, always interested and followed by the Central Government, people inside and outside the province. In addition to actively developing the socio-economy, Nam Dan needs to pay special attention to ensuring security, order, social safety, especially rural security, ideological security, religious security, national security; continue to further promote the movement of the entire people participating in protecting the security of the Fatherland; improve the quality of safe and self-sufficient facilities, ready to fight; Strengthen the fight against all types of crimes and social evils; prevent and defeat all plots and sabotage activities of hostile forces, absolutely not allowing complicated hot spots to occur; absolutely protect the safety of political, cultural and social events taking place in the area as well as key projects and targets; create a safe environment for tourists, favorable conditions to attract investment and develop the local economy and society.

Focus on improving the quality of education and training, moral education, life skills for the young generation; arouse the tradition of studiousness and good study of the land of mandarinate, which has contributed 38 great scholars with noble character, profound wisdom, respected by the world and many famous scientists of the country. Improve the quality of population and take care of people's health; effectively implement social policies, vocational training, and job creation.

Thursday: The Party Committee, government and people of Nam Dan must always raise awareness of the great political responsibility of being the "homeland of great affection and respect" of beloved Uncle Ho, so that every thought, action and deed is worthy of Uncle Ho's deep and boundless affection.

Focus on maintaining solidarity, unity and consensus within the entire Party, mobilizing the combined strength, doing a good job of mass mobilization, exploiting all potentials and strengths; taking advantage of and clinging to resources; Resolutely eliminating conservative thinking, waiting, being a hero, and being complacent among cadres, party members and people, while always sticking closely to reality in the direction process to ensure the successful implementation of the resolutions set out. Nam Dan must be an exemplary locality in effectively implementing the 4th Central Resolution on Party building and rectification in conjunction with implementing Directive 05 of the Politburo on promoting the study and following of Ho Chi Minh's ideology, morality and lifestyle, contributing to building a clean and strong Party and political system in all aspects.
