(Baonghean) - On the evening of February 3, at the Hanoi Opera House, the Central Organizing Committee, the Communist Magazine, and Vietnam Television jointly organized the announcement and awarding ceremony of the first national press award on Party building (Golden Hammer and Sickle Award) - 2016. In particular, the 3-part special issue on "Strengthening the political system in special regions" by the group of reporters Mai Hoa and Khanh Ly (Current Affairs - Politics Department, Nghe An Newspaper) was honored to win the B prize. On this occasion, the group of authors shared about the process of implementing the special issue.

Urged by practice

From the Party building activities of Nghe An Newspaper, through grasping the reality, it can be seen that the work of building the political system in general and developing party members and party organizations in areas with ethnic minorities and religious minorities in particular is posing many difficulties and shortcomings. Therefore, this is also an issue that the Editorial Board, professional departments, and specialized reporters are always interested in and concerned about.

In particular, after the 18th Provincial Party Congress, term 2015 - 2020, Nghe An Provincial Party Committee issued Project No. 01/DA-TU dated August 10, 2016 on "Building Party cells, developing Party members in blocks, hamlets, and villages at risk of no longer having Party cells in the period 2012 - 2020". This issue has been systematically and consistently led and directed by Nghe An Provincial Party Committee up to now with many synchronous solutions and high determination to gradually reduce the number of hamlets without Party cells and without on-site Party members.

Specifically, from the 15th Provincial Party Congress (2000-2005 term) to the 18th term (2015-2020 term), Nghe An Provincial Party Committee continuously issued resolutions, projects, conclusions, and directives related to the construction of a political system for special regions. Notably, Resolution No. 18/NQ-TU in 2004 on consolidating and building the grassroots political system in ethnic minority and religious regions; Conclusion No. 10/KL-TU in 2006 on building the grassroots political system in ethnic minority regions; Conclusion No. 09/KL-TU in 2006 on building the grassroots political system in religious regions; Directive No. 20 on continuing to promote the implementation of Conclusion No. 09/KL-TU.

Realizing the importance and concern for effective propaganda about the difficulties and the participation of the political system in special regions, upon receiving the notice of the Provincial Party Committee's Organizing Committee and the urging dispatch of the Provincial Party Committee's Standing Committee on participating in the National Press Award on Party building chaired by the Central Organizing Committee, Communist Magazine, Vietnam Television in coordination with the Central Propaganda Department, Ministry of Information and Communications, Vietnam Journalists Association launched on the occasion of the 126th anniversary of President Ho Chi Minh's birthday (May 19, 2016), the Editorial Board of Nghe An Newspaper directly directed the Current Affairs - Politics Department to deploy the topics participating in the award. In which, it is important to bring the lively breath of the practical work of Party building in special regions in Nghe An, the issues that have been cherished for a long time, to the Party newspaper page.

Through work and understanding the practical situation, it is found that: Party committees, authorities, and organizations from the province to the grassroots have developed specific action programs and plans that have brought about positive changes; the political system of specific regions has been consolidated, improved, and increasingly better meets the requirements of tasks; however, there are still many shortcomings, especially at the village, hamlet, and commune levels. Most concerning is that in addition to some villages and hamlets that do not have party cells or party members, the risk of having "empty" party cells again, many party cells have not been able to recruit party members for many consecutive years continues to arise...

From the practical situation and on the basis of Project No. 01/DA-TU recently issued by the Provincial Party Committee, the group of authors decided to select and submit to the Editorial Board for approval the topic "Strengthening the political system of special regions" to carry out an in-depth topic.

A chance meeting of passion and responsibility

To carry out this topic, the Editorial Board directed a group of reporters to choose to study the reality in many localities along two routes: regions with a large number of religious followers and ethnic minority regions.

The implementation process had to go deep into remote areas of mountainous districts such as Ky Son, Que Phong, the weather was cold, the roads were difficult to travel. Sometimes, we had to ride motorbikes and walk from early morning until 9-10 pm to get from the village to the central area. There were some slippery roads, covered in mud, making our bodies sore, but we were still determined to "see with our own eyes, hear with our own ears" to collect complete and accurate data from the base.

The time to carry out the topic was right during the harvest season, when ethnic minority people often went to the fields, so in order to meet and talk with the Party cell secretaries and Party members in remote villages, sometimes reporters had to wait patiently until night to be able to approach them.

For areas with a large number of religious followers, in addition to studying the general situation of each locality, the group of authors had to go to the localities, to each hamlet, and meet with each party cell secretary to discuss the practical issues. In the process of approaching the grassroots and meeting with the characters, the biggest obstacle for the group of reporters was the lack of openness in exchanging and providing information and practical issues from the grassroots. However, through many methods, the group of reporters also collected many issues that breathe life.

Fortunately, during the process of making the work, the group of authors received close attention and support from the Provincial Party Committee's Organizing Committee, not only providing relevant documents to be able to sketch a panoramic picture of the work of consolidating and building the political system, eliminating weaknesses, reducing the number of party cells and developing party members in special areas, but also creating conditions for the group of reporters to attend a number of survey and working sessions between the Steering Committee of Project 01/DA-TU on building party cells, developing party members and blocks, hamlets and villages at risk of no longer having party cells, period 2016 - 2020 of the province with districts, cities and towns.

In addition, the group of authors also received the coordination, support and facilitation of the District Party Committees of Ky Son, Que Phong, Tan Ky, Hung Nguyen, Quynh Luu, Yen Thanh districts... The Party Committee cadres also did not hesitate to face difficulties and hardships, accompanying reporters to the grassroots to grasp the reality, advise the Party Committee on solutions to overcome and remove difficulties in the work of developing the Party, and consolidating the political system of special regions.

After the topic "Consolidating the political system in special regions" was completed (including 3 parts: New changes; Issues raised in the face of the risk of "whitening" of Party cells; To "eliminate weakness", "reduce whiteness" sustainably) published in Nghe An Daily Newspaper and Nghe An Electronic Newspaper (baonghean.vn), it was recognized and positively responded to by local Party committees, authorities and readers in general.

Most of them assessed that the topic not only raised new changes, efforts and solutions of the entire political system from the province to the grassroots in developing party members, eliminating weaknesses and reducing the number of party cells in areas with a large number of religious people and ethnic minorities, but also frankly pointed out the causes and current situation leading to the risk of the number of party cells in mountainous areas and areas with a large number of religious people.

At the same time, the information conveyed also closely followed the practice at the research base and proposed solutions and lessons learned to overcome the situation of "empty" party members and party organizations in remote villages and hamlets, suggesting ways and directions for local Party committees and authorities, actively contributing to the propaganda and raising awareness of cadres, party members and people about the importance of consolidating and building the grassroots political system, especially in special areas.

The fact that the topic was highly appreciated by the Organizing Committee of the first National Press Award on Party building named Golden Hammer and Sickle and awarded the B prize on the 87th Anniversary of the Party's founding is truly a great encouragement and motivation for the collective of Nghe An Newspaper in general and the team of specialized reporters reflecting the Party building sector in particular, which has long been considered "dry, difficult and miserable".

After 6 months of implementation, the Golden Hammer and Sickle Award Standing Committee has received a total of 1,173 press works submitted to participate in the award. Of these, there are 704 printed press works, 108 electronic press works, 84 radio works, 266 television works and 11 press photo works. The Organizing Committee has awarded prizes to 47 of the best works. Of which, 3 A prizes, 7 B prizes, 12 C prizes and 25 Encouragement prizes. In addition, 10 outstanding agencies were also selected for awards.
