The existing channels for people to reflect are not enough, it is necessary to create a mechanism for people to provide information more easily.

In the group of solutions to control power and fight against degradation and degeneration, Resolution 4 of the 12th Central Committee emphasized the solution of promoting the role and strength of the people and relying on the people.

Speaking to reporters, Mr. Le Minh Thong, former Vice Chairman of the Law Committee of the 13th National Assembly, assessed that this is one of the prerequisites for the fight against corruption and degradation.

PV: In 30 years of renovation, through each Congress, our Party has seen the problem of moral degradation and corruption increasing. In your opinion, what is the main cause?

Mr. Le Minh Thong: The 4th Central Conference of the 12th tenure has recognized and identified many causes. The most notable cause is that the control mechanism and the mechanism for handling violations are not stable. Most cases of corruption and waste are discovered by the press and public opinion, but have not been truly discovered by responsible and competent agencies. The initiative of responsible agencies needs to be promoted more.

Another reason is that when a case is discovered, the handling is prolonged, and in some cases the handling method does not satisfy the expectations of society. The handling is not really strict, and the root cause and source of the violations are not investigated, so the people do not agree.

The state of degradation is not limited to one individual but involves many individuals. While we have only stopped at investigating one behavior, one phenomenon; other related individuals have not been thoroughly handled.

Besides, the level of handling of degraded individuals, acts of embezzlement, corruption and waste is not really strict, making officials indifferent.

PV: As you just said, the handling process is not strict and prolonged, leading to a state of "drug resistance". In your opinion, where does the problem lie?

Mr. Le Minh Thong: There are many reasons why the process of handling violations is prolonged, including reasons related to the mechanism, regulations, and procedures, which must go through many stages. As in the case of Mr. Vu Huy Hoang, we do not have a full legal basis to handle the behavior of a retired person who caused serious consequences while in office.

Due to the nature of our country being a country of law, all actions must be handled in accordance with the law. Therefore, when there is no mechanism, cumbersome procedures, and lack of many regulations, the resolution process is hindered and prolonged.

In addition, the way we organize, deploy work, and organize anti-corruption agencies needs to be reviewed. It needs to be professional and elite to be able to deal with phenomena that are very difficult to detect. Corrupt people are very clever, they exploit loopholes in the law and relationships. If the anti-corruption team is not proficient in their profession, does not have good political qualities, is not resolute, especially if they are not given enough authority, it will be very difficult to handle.

PV: What do you think about the solutions to monitor power that our Party has proposed in Resolution 4 of the 12th Central Committee?

Mr. Le Minh Thong: The group of 6 solutions proposed in the Resolution of the 4th Central Committee is a more concrete step, closer to current reality. I think that if all levels, sectors, the entire Party, and the entire society seriously and effectively implement these 6 groups of solutions, we hope to bring about positive results in the fight against the phenomena of degradation, degeneration, corruption, and waste that exist and are painful in society.

The remaining problem is just to thoroughly understand and organize implementation resolutely, regularly, continuously, without stopping, and to do it thoroughly.

Responsible agencies must proactively carry out their duties and not wait for the press and public opinion to raise them before taking action. That is, they must handle the situation in a synchronous manner, both proactively carrying out their duties in accordance with Party regulations and legal regulations, and paying attention to and promptly responding to the suggestions and recommendations of the masses to create a comprehensive struggle with many strengths and resources.

PV: Does that mean you appreciate the solution to promote the role and strength of the masses?

Mr. Le Minh Thong: In any circumstance, the power of the people is incomparable. The more we listen to the people's opinions, the more we respect the people's opinions, and the more we maximize the people's positivity, the more effective it will be.

Among the groups of solutions proposed by the 12th Central Committee Resolution 4, there is a solution to promote the role and strength of the people, listen to the people and go deep into the people, rely on the people to control power, and fight against the phenomenon of degradation and degeneration. This is a prerequisite. Without the people, we cannot do anything.

Focusing on promoting the strength of the masses, of each citizen, of each community organization, and of social organization to carry out social supervision and criticism is the consistent viewpoint of the Party. The issue must be well organized so that the people can proactively participate in this process, to listen to and filter the creativity and enthusiasm of the people to create the strength of this struggle.

PV: In your opinion, do we have sufficient mechanisms to promote people's creativity and enthusiasm in the fight against corruption and degradation?

Mr. Le Minh Thong: First of all, there must be a mechanism for collecting information, there must be a place for people to reflect. Currently, we are only calling on and urging people to reflect in a general way. We need a place like the crime reporting department at the Procuracy for people to participate in reflecting.

In my opinion, the channels for people to reflect that we have now are not enough, but we must create conditions for people to provide information in the easiest way. Secondly, we must respect people's opinions. When people have opinions, the authorities must respond. Actively responding to people's opinions makes people believe that their voices are heard by the Party and the State.
