Putting into use some electronic tax services

(Baonghean.vn) - On November 25, in Hanoi, the General Department of Taxation held a press conference to introduce some electronic services of the tax authority.(electronic VAT refund, electronic invoice).

At the press conference, representatives of the General Department of Taxation presented some key contents on electronic VAT refunds and electronic invoices. Representatives of the Tax sector also took the time to answer some concerns and questions from reporters and the press about the implementation of these two types of services.

Sharing with the press about some electronic services of the tax authority, Deputy General Director Nguyen Dai Tri said that in recent years, the General Department of Taxation has deployed electronic tax registration, electronic tax declaration, electronic tax payment and has achieved positive results (97% electronic declaration, 95% electronic tax registration) and electronic tax refund is also an important content in the chain of administrative procedure reforms in the tax sector according to the Resolution of the Government and the Decision of the Ministry of Finance.

Regarding the content of electronic VAT refund, Ms. Le Thi Duyen Hai, Director of the Department of Declaration and Economic Zones, said that in 2016, the tax sector plans to pilot the implementation in 13 provinces and cities with a large number of tax refunds and are the leading localities in reforming tax administrative procedures nationwide; by the end of the first quarter of 2017, it will be expanded nationwide.

Accordingly, implementing electronic VAT refunds, records and documents related to the process of handling tax refund dossiers of taxpayers (NNT) sent by theNNT to the Tax authority or vice versa are done through the Electronic Information Portal of the General Department of Taxation, which will help save time and effort in the process of handling VAT refunds of both theNNT and the Tax authority compared to sending refund requests directly or by post. The process of handling tax refunds at the tax authority is also continuously updated, publicly and transparently on the Electronic Information Portal of the General Department of Taxation, helping taxpayers know the status of handling their tax refund dossiers; minimizing the need for taxpayers to directly contact with the authorities, thereby reducing negativity in the process of handling VAT refunds. Also at the press conference, the General Department of Taxation also introduced some main contents on the scope of application of the pilot electronic VAT refund; the process of preparing and sending tax refund dossiers to taxpayers; the process of receiving and returning tax refund results from the tax authority to the taxpayer.

Mr. Nguyen Van Thuy, Deputy Director of the Large Enterprise Tax Management Department, said that currently, the tax sector is piloting electronic invoices with authentication codes from tax authorities for more than 200 enterprises. As of September 2016, there were over 460 enterprises using electronic invoices nationwide. Through the pilot use of electronic invoices with authentication codes in two major cities, Hanoi and Ho Chi Minh City, there are currently 225 enterprises registered with the tax authorities to issue authenticated invoices. As of November 15, 2016, the total number of issued and authenticated invoices was 2,291,598, the total authenticated revenue was 17,479 billion VND and the total authenticated tax was 803.5 billion VND.

With the goal of simplifying tax refund procedures for taxpayers, facilitating taxpayers to comply with tax laws; making tax refund settlement at tax agencies at all levels public and transparent; gradually perfecting electronic transactions between taxpayers and tax agencies, building an electronic tax management environment in the tax system and in the system of state management agencies according to e-Government, the Tax sector will continue to promote the implementation of electronic invoices and electronic tax refunds. However, according to the leaders of the Tax sector, to achieve the best results, it is necessary to have a complete legal basis and information technology infrastructure system for synchronous implementation among functional agencies./.
