Ms. Dam Thi Thuy stated that she had just purchased a VietJet Air flight ticket from Hai Phong to Ho Chi Minh City and used her personal identification certificate (because she was in the process of renewing her national identity card, she only had a personal identification certificate issued by the police, with a seal overlapping the portrait photo).

The outbound leg of flight VJ283, departing at 3:05 PM on July 10th, went smoothly with all procedures. However, for the return leg from Ho Chi Minh City to Hai Phong on July 13th, airport staff at Tan Son Nhat Airport refused to process the check-in due to "invalid documents." Unable to argue, Ms. Thuy had to travel by car from Ho Chi Minh City to Hai Phong.

Speaking to Tuổi Trẻ newspaper, a representative from VietJet Air stated that they had received feedback from passengers and were also checking the passengers' documents with the Aviation Security Center.

According to Circular 30/2012, the identification document that passenger Dam Thi Thuy used for boarding procedures, which was a "request for replacement of identity card," was invalid, therefore ground staff were not allowed to process her boarding.

According to the Ministry of Transport's circular on required documents for pre-flight procedures for passengers aged 14 and above with Vietnamese nationality traveling on domestic flights, in addition to the national identity card, one of the following substitute documents may be presented: passport, certificate from the armed forces, driver's license for cars or motorcycles, personal identification certificate certified by the police of the ward or commune of residence...
