Stop collecting BOT fees if there is no automatic fee collection
That is one of the requirements in the Directive on accelerating the implementation of automatic electronic non-stop toll collection for road use services, which has just been issued by the Prime Minister.
According to the Directive, the Prime Minister requested the Ministry of Transport to preside over and coordinate with relevant ministries and agencies to develop and promulgate a common standard framework for collecting road use fees electronically, automatically and non-stop, as a basis for conducting bidding to select toll collection service providers.
The Ministry of Transport directs relevant agencies to coordinate with investors of road traffic projects under the BOT contract form and toll collection service providers to switch to electronic toll collection for road use services to automatic non-stop implementation, ensuring the principle of using only one unified electronic toll collection technology for road use services nationwide.

The Prime Minister also requested dStop toll collection activities for projects that do not properly implement the roadmap for switching to automatic electronic toll collection for road use services according to the direction of the Prime Minister and regulations in Decision No. 07/2017/QD-TTg until the organization of automatic electronic toll collection is implemented.
According to Decision No. 07/2017/QD-TTg on collecting road use service fees in the form of automatic electronic non-stop, investors of BOT road traffic projects on National Highway 1 and Ho Chi Minh Road through the Central Highlands must hand over all operating road use service toll stations to toll collection service providers to implement automatic electronic non-stop toll collection by December 31, 2018 at the latest. The specific roadmap will be decided by the competent state agency.
For toll stations built after January 1, 2019, investors must hand over all management and operation of toll stations to the toll service provider immediately after acceptance and putting into use.
For other road infrastructure construction projects, the competent state agency shall decide in accordance with actual conditions, but no later than December 31, 2019, the entire management and operation of toll stations for road use services must be handed over to toll collection service providers to implement automatic electronic non-stop toll collection.
According to the Vietnam Road Administration, by February 3, 2018, 17 out of 28 BOT road service toll stations had deployed automatic non-stop toll lanes, including: Hanoi Bac Giang Expressway Station (Bac Ninh); Tan De (Thai Binh); My Loc (Nam Dinh); Hoang Mai (Nghe An); Quan Hau and Tasco Quang Binh (Quang Binh); Phu Bai, Bac Hai Van (Hue); Hoa Phuoc, Tam Ky (Quang Nam); Tu Nghia (Quang Ngai); Toan My 14 (Dak Nong); Duc Long 1, Duc Long 2 (Gia Lai); Ben Thuy 1 and 2 (Nghe An), Dong Nai Bridge Station.
