On December 5, discussing the Cai Lay BOT investor, Tien Giang National Highway 1 Investment Company Limited (BOT Tien Giang), accusing 14 cases of disorderly behavior and drivers using small change when passing through toll stations, Colonel Nguyen Huu Tri - Director of Tien Giang Provincial Police, said that the authorities are verifying and collecting documents.
Previously, in a report sent to the Ministry of Transport, the Tien Giang BOT investor sent along images of vehicles recorded from the toll station's camera with the content "gathering to cause disorder". These were vehicles entering the station and then stopping in the lane for a long time or returning to the station many times.

According to the investors, these vehicles are the cause of traffic jams, forcing Cai Lay BOT station to be released many times. They requested "the Ministry of Transport and Tien Giang Provincial People's Committee to direct functional units to handle subjects with opposing behavior to ensure security, order and traffic safety as soon as possible".
Regarding the driver making multiple U-turns to go through Cai Lay BOT, Major General Bui Be Tu, Director of An Giang Provincial Police, said that the driver making multiple U-turns at Cai Lay BOT did not violate anything, unless they organized to incite disturbances.
"People drive if they like, have cars so they drive, as long as they follow the law," said the major general.
Meanwhile, lawyer Nguyen Van Duc (Can Tho City Bar Association) said that it is very difficult to propose handling of Cai Lay BOT by making a list of 14 vehicles with drivers causing trouble, using small change and refusing to move through the station.

Sharing the same opinion, lawyer Pham Hoai Nam (Ho Chi Minh City Bar Association) said that people with private cars or drivers constantly going back and forth through Cai Lay BOT station is normal and does not violate the law.
"Even if they have a group of friends who drive back and forth regularly, it's okay because the road belongs to the State, no one prohibits vehicles from driving. Except in cases where people go there to incite trouble. It's normal for drivers to drive back and forth and pay in small change," said lawyer Nam.
