Stop recruiting preschool teacher training colleges for surplus teachers
(Baonghean.vn) - The Department of Education and Training has issued a document to stop enrolling in intermediate teacher training classes for surplus teachers to ensure the quality of teaching at preschools in Nghe An province.
Implementing the direction of the Minister of Education and Training and to ensure the quality of teaching in preschools, the Department of Education and Training issued Official Dispatch No. 90/SGDĐT - GDCN on "Stopping enrollment and reporting surplus secondary and primary school teachers in need of preschool teacher training".
Accordingly, the Department of Education and Training requires vocational schools to stop enrolling in intermediate preschool teacher training classes for surplus teachers in secondary and primary schools in Nghe An province from February 1, 2017.

Nghe An is one of the localities with the largest number of surplus teachers in the country at both primary and secondary levels with about 1,500 teachers.
From the 2015-2016 school year, implementing Inter-sectoral Instruction No. 288/HDLN-SGD& DT-SNV-STC on implementing policies for contract teachers in public preschools. Currently, 280 surplus teachers have been recruited to teach preschools. They are mainly concentrated in districts such as Yen Thanh, Quynh Luu, Anh Son, Nam Dan, Dien Chau, and Do Luong.
However, up to now, according to the Department of Education and Training, only 140 teachers have been retrained in the preschool intermediate program. The rest, although transferred to teach preschool, have not completed the training program as prescribed.
The teachers are currently teaching and studying at the Nghe An Pedagogical College; Viet Anh Secondary School and Dong Do Secondary School (Hanoi). The most are from districts such as Yen Thanh (69 people), Dien Chau (33 people), Anh Son (21 people), Con Cuong (16 people).
Previously, on March 3, the Ministry of Education and Training also issued a press release on transferring general education teachers to teach at preschool level. In particular, the Ministry of Education and Training requested localities to immediately stop transferring surplus general education teachers to teach at preschool level without training. At the same time, the Ministry requires that preschool teacher training and development facilities must strictly control input quality and resolutely not enroll learners who do not meet the basic requirements of preschool teachers. The training process must be organized directly in the direction of increasing practice time and strictly controlling output. |
