Stop enrolling teachers in intermediate-level preschool teacher training programs for surplus teachers.
(Baonghean.vn) - The Department of Education and Training has issued a document regarding the suspension of enrollment in intermediate-level teacher training courses for surplus teachers in order to ensure the quality of teaching in preschools in Nghe An province.
Following the directives of the Minister of Education and Training and to ensure the quality of teaching in preschools, the Department of Education and Training issued Official Letter No. 90/SGDĐT-GDCN regarding "Suspending enrollment and reporting of surplus secondary and primary school teachers who need preschool teacher training".
Accordingly, the Department of Education and Training has requested vocational schools to cease enrolling students in intermediate-level preschool teacher training programs for surplus teachers from junior high and primary schools in Nghe An province, effective from February 1, 2017.

Nghe An is one of the localities with the largest number of surplus teachers in the country at both the primary and secondary levels, with approximately 1500 teachers.
Since the 2015-2016 school year, in accordance with Inter-agency Guidance No. 288/HDLN-SGD&ĐT-SNV-STC on the implementation of policies and regulations for contract teachers in public preschools, 280 surplus teachers have been recruited to teach at the preschool level. This recruitment is mainly concentrated in districts such as Yen Thanh, Quynh Luu, Anh Son, Nam Dan, Dien Chau, and Do Luong.
However, according to the Department of Education and Training, only 140 teachers have been retrained to teach at the intermediate level in early childhood education through part-time study programs. The remaining teachers, although transferred to teach at the preschool level, have not yet completed the required training program.
The teachers are currently teaching in classrooms while also pursuing part-time vocational training programs at Nghe An Teacher Training College; Viet Anh Vocational School and Dong Do General Vocational School (Hanoi). The highest numbers are found in districts such as Yen Thanh (69 people), Dien Chau (33 people), Anh Son (21 people), and Con Cuong (16 people).
Earlier on March 3rd, the Ministry of Education and Training also issued a press release regarding the transfer of general education teachers to teach at the preschool level. In it, the Ministry of Education and Training requested that localities immediately stop transferring surplus general education teachers to teach at the preschool level without proper training. At the same time, the Ministry requires preschool teacher training institutions to strictly control the quality of incoming students, resolutely refusing to enroll those who do not meet the basic requirements of preschool teachers. The training process must be organized directly, with an emphasis on increasing practical training time and strict control over the output. |
