Nghia Dan District Police have just successfully dismantled a large-scale drug trafficking ring, arresting Le Van Quang (born in 1968), residing in Hong Thai hamlet, Nghia Hong commune, Nghia Dan district. Le Van Quang is considered an important link in the inter-provincial drug ring from Nghe An to Thanh Hoa, Hai Phong and neighboring provinces.

Le Van Quang had two previous convictions for gambling and his criminal record had been cleared. Quang also had a long history of drug trafficking. Because he operated alone, frequently changed his phone number, and provided fake information and addresses to his business partners, it was very difficult for the Task Force to obtain information about his criminal activities. Quang was a cunning subject, with a lot of experience and tricks to deal with the investigation agency.

Quang was willing to ride a motorbike hundreds of kilometers from Que Phong to Hai Phong and some northern provinces to sell drugs without going through any other intermediary. Therefore, approaching the subject was not a simple matter.

During the investigation of the subject, Nghia Dan District Police also learned that Le Van Quang was part of a special investigation project of the Drug Crime Investigation Department of the Ministry of Public Security. They were determined not to let the subject escape the law and stopped a large amount of crystal meth from being smuggled into the area.

After many days of persistently tracking all movements of the subjects, using professional measures, the Project Board determined that on June 29, 2017, subject Le Van Quang would go to Que Phong to buy drugs. Realizing that the opportunity to solve the case had come, the Project Board held a meeting and outlined plans to arrest the subject.

In the early morning of June 29, 2017, Quang left his house on a motorbike with license plate number 37G1-687.89, following National Highway 48E towards Quy Hop district. Immediately, the reconnaissance teams were ordered to set out, to grasp the subject's itinerary on the roads on National Highway 48A.

Lieutenant Colonel Nguyen Xuan Thai - Deputy Head of Nghia Dan District Police said: After correctly identifying the subject passing through Sang Le intersection, Quy Hop district towards Quy Chau district, Que Phong to buy drugs, the Task Force decided to arrest the subject on the way back. Because if the arrest was made in Que Phong, the probability of success would not be high because the information about the drug trading location of Quang and the subjects in Que Phong was not specific and accurate, the Que Phong area was large and dangerous, the reconnaissance was easily exposed, and the subject could easily escape.

At 10:00 a.m. on June 29, 2017, when Le Van Quang was driving a motorbike at high speed, reaching the area of ​​Yen Hop commune, Quy Hop district, the detectives still decided to approach and jump into the subject's vehicle to control and arrest him, much to Quang's surprise. They seized a handbag hanging in front of the vehicle containing 3kg of crystal meth and nearly 300 million VND in cash.

Captain Ngo Anh Tuan - Captain of the Criminal Police - Economic - Drug Team of Nghia Dan District Police informed more: At the police station, the subject Le Van Quang confessed to having bought drugs from Que Phong to Nghia Dan many times and then transported them to the northern provinces for consumption.

To avoid detection by the police, Le Van Quang traveled on many different routes, without a fixed itinerary. With many sophisticated tricks, Quang successfully carried out nearly 70 illegal drug trafficking cases with a quantity of up to more than 600 heroin cakes, illegally profiting billions of dong. Currently, the case is being urgently investigated and expanded.
