In less than 6 months, from the owner of a private enterprise, Mr. Nguyen Van Canh was appointed as Chief of Office of the People's Council and the National Assembly Delegation of Binh Dinh province.

At the request of the Central Inspection Committee, the Standing Committee of Binh Dinh Provincial Party Committee will conduct a review of shortcomings and mistakes in personnel work, including the appointment of Mr. Nguyen Van Canh - who has just suddenly resigned as a full-time National Assembly member of the Committee on Science, Technology and Environment to return to his hometown for personal reasons.

Through verification, the case of Mr. Nguyen Van Canh (40 years old) was promoted exceptionally quickly.

In April 2013, from a private business owner, Mr. Canh was specially recruited directly into the payroll to work at the Office of the National Assembly Delegation and People's Council of Binh Dinh province.

In July of the same year, he was promoted to Deputy Chief of Office and less than a month later was appointed Chief of Office of the Provincial People's Council and the National Assembly Delegation of Binh Dinh Province, a position equivalent to the Director of the Department, with a responsibility salary of 0.9.

From March 2015 to March 2016, Mr. Canh was a full-time member of the Committee on Science, Technology and Environment of the 13th National Assembly.

Mr. Canh continued to participate in the 14th Science, Technology and Environment Committee, as a standing member of this Committee.

It is worth mentioning that, in order to create favorable conditions for Mr. Canh to advance, Binh Dinh Provincial Party Committee was extremely preferential when simultaneously completing procedures to supplement the planning and issuing a policy to appoint Mr. Canh, contrary to regulations on personnel work.

Responding to VTV on the evening of March 11, Mr. Nguyen Thanh Binh, Deputy Head of the Department of Personnel Synthesis, Central Organization Committee said: "According to the assessment, this is an unprecedented case of rapid promotion in Binh Dinh. While according to regulations, the first planning requires 4 steps."
