Having high expectations when the Conference unanimously issued the Central Resolution on focusing on building a contingent of cadres at all levels, especially at the strategic level, Ms. Bui Thi An said that in the process of appointing cadres, in addition to the "necessary" conditions of qualifications, due attention must be paid to the "sufficient" conditions of qualifications and capacity to perform practical tasks of cadres, there must be a real, public, transparent election, for each leadership position there must be many candidates to choose from, with a clear action program.
