Approving the content of the 15th Congress of the Nghe An Provincial Police Party Committee, term 2025-2030

Comrades: Senior Lieutenant General Le Quoc Hung - Member of the Party Central Committee, Deputy Minister of Public Security; Nguyen Duc Trung - Secretary of Nghe An Provincial Party Committee chaired the conference.

Delegates from the Ministry of Public Security attending the conference included: Major General Cao Dang Hung - Deputy Chief of the Office of the Central Public Security Party Committee; Major General Nguyen Thuy Quynh - Deputy Head of the Inspection Committee of the Central Public Security Party Committee; and leaders of the Organization Department, Inspectorate, and professional departments under the Ministry of Public Security.

Attending the conference were members of the Provincial Party Standing Committee: Le Duc Cuong - Head of the Provincial Party Committee's Organization Committee; Ho Le Ngoc - Head of the Provincial Party Committee's Internal Affairs Committee; and leaders of the Provincial Party Committee's Inspection Committee and the Provincial Party Committee Office.

Building Nghe An Police to be worthy of the title of Heroic Unit of the People's Armed Forces

The Nghe An Provincial Police Party Committee has 27 grassroots party organizations with more than 2,600 party members. Up to now, 100% of the subordinate grassroots party organizations have successfully organized their congresses. The Provincial Police Party Committee has basically prepared the conditions and content to serve the organization of the congress to ensure progress, quality and efficiency.

The Provincial Police Party Committee has prepared a draft Political Report, a Review Report of the 14th Party Executive Committee and a Resolution to submit to the 15th Provincial Police Party Congress, term 2025-2030.

Up to now, the Political Report has been discussed and commented on for the 10th time, the Review Report has been discussed and commented on for the 6th time. The theme of the congress was determined: Promoting tradition, building Nghe An Police to be truly clean, strong, disciplined, elite, modern, worthy of the title of Heroic Unit of the People's Armed Forces.

The congress motto was determined: Proactive, creative, united, disciplined, exemplary, responsible, and excellently completing tasks in all situations.

The draft Political Report identifies three key, breakthrough tasks. In particular, the draft outlines the effective and substantive implementation of the police force’s tasks in accordance with the four key resolutions of the Politburo.

The review report clearly reflects the advantages and achievements in leadership and direction, demonstrating a spirit of frank self-criticism; at the same time, seriously acknowledges shortcomings and limitations; clearly identifies causes, clearly identifies the responsibilities of the collective and individuals, as well as lessons learned; and proposes plans to overcome and correct in the coming time.

At the conference, leaders of Party committees, the Provincial Party Committee Office and units under the Central Public Security Party Committee and the Ministry of Public Security frankly and responsibly discussed and contributed opinions to the Political Report, Review Report, personnel plan, and draft resolution of the congress.

Delegates proposed to supplement the content and clarify the assessment of the leadership and direction role of the Standing Committee and the Party Executive Committee of the Provincial Police in implementing tasks; targets for developing party members, advisory tasks of the Provincial Police, the structure of female cadres, scientists, young cadres, ethnic minority cadres, etc.

Supplementing the role and clarifying the results of the leadership and direction of the Provincial Police Party Committee in implementing the Resolutions of the Central Police Party Committee, the Resolutions of the Provincial Party Committee and the Resolutions of the Provincial Police Party Committee; clearly pointing out the shortcomings and limitations in the implementation process and orienting solutions so that the police force becomes increasingly lean, compact, and strong, responding to the era of national development.

Supplement and clarify key tasks and development breakthroughs

Speaking at the conference, Provincial Party Secretary Nguyen Duc Trung assessed that the preparations for the 15th Provincial Public Security Party Congress, term 2025-2030, have been carefully, thoughtfully and fully prepared; personnel plans have been seriously and fully prepared.

Through comments and suggestions at the conference, the Provincial Party Secretary suggested that the Provincial Police continue to pay attention to supplementing and perfecting, including clarifying the tasks to implement the four key resolutions issued by the Politburo and the General Secretary's guiding ideology for the police force in the new era, the era of national development.

Provincial Party Secretary Nguyen Duc Trung emphasized that one of the conditions for Nghe An province to achieve achievements in socio-economic development in recent times is the important contribution of the provincial police force.

Therefore, in the 2025-2030 term, the Provincial Police need to study and include this content in the breakthrough phase to continue contributing to the development of the province; at the same time, study and include the content of preventing and combating high-tech crimes in the core task and breakthrough phase.

Immediately after the conference, the Provincial Party Secretary requested the Provincial Police to quickly and urgently complete the content to ensure conditions for organizing the congress in July 2025. During the implementation process, it is necessary to carefully study and fully and seriously implement the procedures, principles, and contents according to the instructions of the Central Committee, the Central Public Security Party Committee, and the Provincial Party Standing Committee to successfully organize the congress.

The Provincial Party Committee's advisory and support units coordinate with the Provincial Public Security Party Committee in the process of preparing for the congress, promptly report to the Provincial Party Committee Standing Committee to remove difficulties and obstacles to help the Provincial Public Security Party Committee successfully organize the 15th Congress, term 2025-2030.

Concluding the conference, Senior Lieutenant General Le Quoc Hung - Deputy Minister of Public Security highly appreciated the Provincial Police for having prepared seriously, scientifically, in accordance with the direction and instructions of the Central Committee, the Central Public Security Party Committee, and the Ministry of Public Security.

The Deputy Minister of Public Security requested the Provincial Police to absorb comments to perfect the content of the draft document to ensure it is concise, brief, focused, easy to remember, easy to implement, reduce academicity, increase quantitative, reduce qualitative.

Regarding the Political Report, the Deputy Minister of Public Security suggested that in the evaluation of the results of the 2020-2025 term, it is necessary to add achievements in eliminating temporary and dilapidated houses; the leading unit of the Ministry of Public Security in administrative reform; outstanding results in the fight against and prevention of crime; clean border communes from drugs; the movement of all people to protect national security...

Orienting the provincial police in the coming term, Senior Lieutenant General Le Quoc Hung - Deputy Minister of Public Security said that there is a lack of breakthroughs, especially strategic breakthroughs. Nghe An police must be a leading unit, a pioneer in administrative reform and a pioneer in administrative reform initiatives, digital transformation, and innovation.

In addition, it is necessary to supplement the system of indicators for scientific and technological research topics, quantify the number of topics at national, provincial and grassroots levels, ensure that 100% of public services are performed on the National Public Service Portal; digitize and clean 100% of security, police and biometric records.

Supplementing targets for implementing Resolution No. 12 of the Politburo on specific goals and roadmaps for the 5 forces to move straight to modernity. Setting the goal of building Nghe An Police as the leading flag among 34 provincial and municipal police forces nationwide.
