According to the draft, EU foreign ministers condemned the "serious escalation" in eastern Aleppo, Syria, and assessed that airstrikes on civilians and hospitals were equivalent to war crimes.
In addition, senior EU diplomats called for an end to the war in Syria and to ensure the delivery of humanitarian aid. They asked EU High Representative for Foreign Affairs and Security Policy Federica Mogherini to join the talks to resolve the crisis in the country.
Earlier on October 16, Secretary of State John Kerry announced that the US and UK will propose new economic sanctions against Moscow and Damascus in the next few days regarding the situation in Syria.

In recent months, the situation in Aleppo has deteriorated significantly, with intense fighting taking place in the city and surrounding areas. Rebels continue to shell residential areas, take hostages in the eastern part of the city, and hinder the delivery of humanitarian aid.
The US has accused the Syrian government and Russia of bombing civilians and armed opposition. In response, Damascus and Moscow have repeatedly stressed that they are only bombing terrorists and have said that Washington has not had enough influence to demand that "moderate opposition" groups separate themselves from terrorists.
