French Interior Minister Bernard Cazeneuve said the EU would push ahead with proposals for major changes to the Schengen free movement rules, which would allow systematic and mandatory checks at all border crossings for all people crossing, including European citizens.

"This is a fundamental change," Mr. Cazeneuve stressed, adding that the European Commission (EC) agreed to present a plan to reform free movement regulations within the bloc by the end of this year.

Ministers agreed to temporarily tighten controls at Schengen border crossings for now. EU officials said people crossing these crossings would now have to show not only their passports but also their personal details.

Ahead of the meeting, the EC called for the creation of an expanded EU intelligence agency after the Paris terror attacks that killed 129 people. However, Germany has voiced opposition to the plan, saying it would violate the sovereignty of European nations, many of whom have long been wary of sharing intelligence.

German Interior Minister Thomas de Maiziere said that the focus should not be on establishing a new European intelligence agency but on improving information exchange between existing agencies./.
