Formosa Ha Tinh: Denies responsibility related to burying waste sludge in the farm
(Baonghean.vn) - Formosa Ha Tinh Company has just sent an official dispatch to the Ministry of Natural Resources and Environment, Ministry of Information and Communications, Ministry of Science and Technology, Vietnam Academy of Science and Technology, Ha Tinh Provincial People's Committee and press agencies about Formosa's sludge landfill.
According to this document, Formosa affirmed: "The waste that Ky Anh Urban Environment Construction Consulting Joint Stock Company (abbreviated as Ky Anh Urban Environment Company) transported from Formosa's factory is ordinary industrial solid waste".
Formosa Ha Tinh fee still cited point 6, article 11 in the Contract "collection, transportation, and treatment of sludge cake of Formosa Ha Tinh industrial wastewater treatment team (party A) signed with Ky Anh Urban Environment Company (party B) clearly stated "Certificate of sludge cake of Formosa company's industrial wastewater treatment plant is normal industrial waste issued by Ha Tinh Department of Natural Resources and Environment".

At the same time, Article 6 of the contract between Party A and Party B clearly states: "Party B must bring the cake sludge to a waste treatment area in Ha Tinh that has been licensed to operate by the Department of Natural Resources and Environment of Ha Tinh. At the same time, Party A must go to the scene to conduct an inspection to find out whether the method and location of cake sludge treatment are legal or not. It is strictly forbidden to arbitrarily dispose of or handle it in a manner that is not in accordance with the provisions of the contract...". "After the cake sludge is transported out of the gate of the weighing station on Party A, the responsibility belongs to Party B...".
Citing the contract between the two parties, Formosa Ha Tinh Company said that during the transportation and handling process, if there is a violation of the law or contract regulations and it is discovered and fined for causing environmental pollution, Ky Anh Urban Environment Company must take full responsibility and has nothing to do with Formosa.

On July 12, 2016, the Director of the Department of Natural Resources and Environment of Ha Tinh presided over and coordinated with leaders of relevant departments and branches: Construction, Provincial Economic Zones Management Board, PC49 Department - Ha Tinh Provincial Police, Chairman of Ky Anh Town People's Committee, Chairman of Ky Trinh Ward People's Committee to work with Formosa Ha Tinh Company. Through the results of checking the weighing slips and reports of the two companies, it was determined that Ky Anh Urban Environment Company received and transported and treated 267.83 tons of sludge from Formosa Company (of which sludge from the domestic wastewater treatment system was 77.39 tons, sludge from the industrial wastewater treatment system was 189.44 tons). |
The above authorities stated: Formosa Company signed a contract to transport and treat waste sludge with a unit that does not have the function of treating it, which is a violation of environmental protection laws.
On the other hand, according to the contract signed between the two parties, Formosa Company must inspect and supervise the location where Ky Anh Urban Environment Company treats sludge, but Formosa Company did not do so.

Previously, people reported that recently, trucks carrying waste from the Formosa Ha Tinh project site (Vung Ang Economic Zone, Ky Anh town) were dumped into a farm in Ky Trinh ward.
This waste is black and has a strong stench. After the truck carries the waste, an excavator digs up the soil and level it. The farm is surrounded by a system of cajuput trees. This farm is far from residential areas but is located upstream of the Tri River - which provides water for the residents here.
People are worried that this is toxic waste that can easily cause pollution if dumped or buried in the environment.
