FoxNews TV channel on February 15 quoted an anonymous US official as saying the above information.
"The ship was discovered 30 miles (about 55 km) south of the village of Groton (Conn.), but still in international waters," FoxNews.com said, recalling that the US territorial boundary is 12 miles (about 22 km) from the coast.
FoxNews also said that the Victor Leonov was last seen near the US coast in April 2015.
According to the source, the ship is capable of eavesdropping on telegrams or signals, as well as being able to "measure the capabilities of the US Navy's sonar".
The Pentagon said it was not concerned about the ship's presence, but it was monitoring its movements.
Russian officials have not yet commented on the above information.
