Previously, in January 2018, Mr. Le Van Bay(born in 1968, residing in Nghi Van commune, Nghi Loc district) sent a petition to Yen Thanh district police, denouncing Phan Dinh Chinh (born in 1976, residing in hamlet 4, Bao Thanh commune, Yen Thanh district), director of Viet Cuong Bac Company Limited (headquartered in Dien Trung commune, Dien Chau district) for fraud and appropriation of 15,000 USD.
Specifically, Phan Dinh Chinh promised to send Mr. Bay's son to work in Korea for a total price of 15,000 USD.
After many promises, at the end of December 2017, Phan Dinh Chinh informed Mr. Bay's family to pay the remaining amount of 5,000 USD (previously deposited 10,000 USD) to leave the country. However, when Mr. Bay and his father went to Hanoi to stay for a week but there was no flight schedule, Chinh gave the reason of a change in the flight schedule and Mr. Bay and his father returned to their hometown.
Later, Mr. Bay's family contacted Chinh to take care of his son's work, but Chinh avoided or promised again and again. When Mr. Bay asked for the money back, Chinh did not return it and then ran away.
With no other choice, Mr. Le Van Bay wrote a complaint against Phan Dinh Chinh for fraud, appropriating 15,000 USD. During the investigation, Yen Thanh District Police clarified that Viet Cuong Bac Company Limited was not capable of sending others to work abroad, and only had the function of supplying labor.
After conducting an investigation and consolidating all the documents and evidence, on September 24, 2018, the Investigation Police Agency of Yen Thanh District Police issued a decision to prosecute the case, prosecute the accused, and issue an order to temporarily detain Phan Dinh Chinh for 4 months for the crime of "Fraudulent appropriation of property".
