Dog thief arrested after 2 years on the run
(Baonghean.vn) - Two years ago, Tran Van Quyen and a group of young men participated in stealing dogs in Nghi Khanh commune, Nghi Loc district. However, when discovered by the police, Quyen fled the area.
On the morning of April 16, the Nghi Loc District Police Department announced that the unit had just issued a decision to prosecute the case and prosecute Tran Van Quyen (born in 1994), residing in Nghi Tan Ward, Cua Lo Town, for theft of property.
According to the case file, at around 7:00 p.m. on September 14, 2016, Nghi Loc District Police received a report from Nghi Khanh Commune Police stating that an hour earlier, while patrolling the shrimp pond area in Khanh Dong Hamlet, Nghi Khanh, the police force discovered 4 subjects riding 2 motorbikes stealing a black dog from Mr. Vo Minh Duc's family. Nghi Khanh Commune Police pursued the suspects but they fled. At the scene, they seized dog-stealing tools along with a black dog caught in the dog-fishing rod's dangling rope.

Upon receiving the news, Nghi Loc District Police arrived at the scene, coordinated with Nghi Khanh Commune Police to establish an initial record and conduct a hot search for the subjects who committed the above acts. At around 11 p.m. the same day, Nghi Loc District Police investigated and clarified the subjects including: Hoang Minh Phuc (born in 1996), residing in Hamlet 10, Nghi Xa Commune; Tran Van Quyen (born in 1994), residing in Nghi Tan Ward, Cua Lo Town; Nguyen Tien Kien (born in 2000), residing in Hamlet 15, Nghi Trung Commune and Nguyen Dinh Duc (born in 1992), residing in Hamlet 2, Nghi Hop Commune, the 4 subjects who committed the act of stealing a dog from Mr. Vo Minh Duc's family. However, Tran Van Quyen later fled.
At the investigation agency, the subjects admitted their crimes. After the conclusion of the criminal property valuation of the Nghi Loc District People's Committee on the property stolen by the subjects was a black dog weighing 10kg worth 650,000 VND, Nghi Loc District Police issued a decision to administratively sanction Hoang Minh Phuc and Nguyen Dinh Duc for the act of property theft. In the case of Nguyen Tien Kien, at the time of the incident, he was underage, so he was only punished with a warning and reminder.
As for Tran Van Quyen, after he fled the area, the District Police Department repeatedly tried to persuade his family to surrender but to no avail. On April 7, 2018, Nghi Loc District Police received information that Tran Van Quyen was taking a bus from Gia Lai to visit his family. Immediately, a task force was mobilized to arrest the subject when Quyen arrived at Nghi Tan Ward, Cua Lo Town.
At the investigation agency, Tran Van Quyen honestly confessed his crime. He was the subject who, along with Nguyen Dinh Duc, Hoang Minh Phuc and Nguyen Tien Kien, participated in the dog theft in Nghi Khanh commune on September 14, 2016. It is known that Tran Van Quyen had a previous conviction for property theft.
