Nearly 100% of poor households with housing difficulties in Nghe An have a solid place to live.

With flexible, creative and total mobilization methods, Nghe An has mobilized and supported nearly 100% of poor and disadvantaged households with solid housing.

Na Loi is a remote border commune of Ky Son district (old), where 100% of the population is ethnic minorities, life is still difficult, the poverty rate is high, many families live in dilapidated, makeshift houses.

Implementing the Program to mobilize and support housing construction for the poor according to the province's policy, the Party Committee, government, Fatherland Front and socio-political organizations of Na Loi commune have joined hands to build houses for the poor.

Comrade Pit Thi Ha - Deputy Secretary of the Party Committee, Chairman of the People's Committee of Na Loi commune said: In addition to resources from the State, the commune has proactively reviewed and mobilized individuals and organizations inside and outside the province to join in building houses for poor households. Thanks to that, in the period of 2023 - 2025, the locality has mobilized and supported the construction of 117 houses for the poor, of which 110 houses were newly built and 7 houses were repaired.

The commune applies many forms of support suitable to each household's circumstances, such as building "turnkey" houses using the Ministry of Public Security's assembly model; calling on philanthropists and businesses to support the construction of complete houses; buying materials; donating essential items; donating livestock to create livelihoods...

Notably, the program not only helps people have safe housing, but also promotes local resources. Many construction workers, carpenters, and mechanics have been formed, improving their skills and creating stable jobs. A typical example is Mr. Kha Van My, who from being supported to build a house, has established a 5-member construction worker and mechanic team to build houses for people; his wife joined the Na Loi Brocade Weaving Cooperative, combined with animal husbandry, and rose up to escape poverty.

In Quynh Van commune (former Quynh Luu district), from 2023 to present, the locality has completed the construction and repair of 24 houses for poor households.

Sharing about the method, Chairman of the Commune Fatherland Front Committee Dang Ngoc Hoa said: In addition to screening the right subjects, creating persuasion and spreading the contribution and cooperation of the community, as the Standing agency of the Steering Committee of the Program to build houses for the poor, the Commune Fatherland Front Committee has done a good job of advising, mobilizing the entire political system, promoting the role of the heads of organizations, spreading the spirit of sharing in the community to join hands to build houses for the poor.

The case of Mr. Hoang Dinh Thai's family (formerly Quynh Thach commune) is a clear example. The whole family was in poor health and unable to cope, so the commune held a meeting with relatives, sought sponsorship, and mobilized resources to build a house worth nearly 200 million VND. On the day he moved into his new house, Mr. Thai emotionally shared: "I never thought I would have such a spacious house. My spirit is high, my health is better, I will try to escape poverty in the future."

With creative, flexible and humane approaches, the Housing Support Program for the Poor has truly brought about clear changes in the lives of people in disadvantaged areas, lighting up their faith and motivation to rise up.

Nearly 100% of poor households have a place to live

The program to mobilize and support the construction and repair of houses for the poor and people with housing difficulties in the province according to Directive No. 21, dated February 10, 2023 of the Standing Committee of Nghe An Provincial Party Committee is a bright spot in social security work; clearly demonstrating the spirit of solidarity and profound humanity of the Party Committee, Government and People of the whole province.

TSummary from the Vietnam Fatherland Front Committee of Nghe An province, calculated from February 2023 to dateOn July 17, 2025, the whole province built and repaired 20,602 houses for the poor to have stable and solid housing (14,215 newly built houses, 6,387 repaired houses)/the total demand for the whole period approved by localities was 20,805 houses, reaching 99.02%.

The newly built and repaired houses in the province are not only places to shelter from the sun and rain, but also symbols of humanity and sharing, arousing in each citizen the belief in the leadership of the Party and State and the connecting role of the Fatherland Front from the province to the grassroots.

One of the highlights of the program is its flexible and creative approach, maximizing people's internal resources and effectively mobilizing social resources.

The Vietnam Fatherland Front of the province has proactively developed a specific, transparent and public plan from the survey stage to the support and acceptance of the project. In particular, empowering people to design, supervise and contribute resources, working days and construction materials has helped to raise their sense of responsibility, minimize costs, and avoid the mentality of waiting and relying on others; for families with extremely difficult circumstances, local officials have designed their own houses, mobilized resources and human resources to build houses and "handed them over" to the people.

From the practical implementation of the Housing Support Program for poor, near-poor households and disadvantaged people, comrade Nguyen Duc Thanh - Vice Chairman of the Vietnam Fatherland Front Committee of Nghe An province shared some important experiences.

First of all, the success of the program comes from the drastic and synchronous participation of the entire political system, especially the direct and close leadership and direction of the Provincial Steering Committee. From the beginning, the Provincial Steering Committee has developed a specific plan, clearly assigned responsibilities to each unit and member; regularly inspected, urged, and promptly removed difficulties and obstacles.

In addition, the province has mobilized maximum social resources, from businesses, Nghe An children far from home to local communities, with the motto "Everyone contributes what they have": Some contribute labor, some contribute money, some contribute materials. The Fatherland Front at all levels plays a core role in coordinating, allocating, monitoring resources and creating consensus among the people.

Unity in leadership, transparency in advocacy, effectiveness in coordination, and a deep sense of responsibility and sharing within the community are the key factors determining the success of the program.
