The results of this large-scale survey provide the education sector with crucial data for adjusting curricula and textbooks, innovating teaching methods, and refining educational policies.

The Ministry of Education and Training is implementing a national periodic assessment program of learning outcomes for 5th, 9th, and 11th grade students nationwide in the 2025-2026 school year. The program aims to provide objective and reliable information on the quality of general education, serving as a basis for proposing solutions to improve the quality of teaching and learning.

Previously, large-scale assessment of student learning outcomes in Vietnam received attention from the late 1990s, when general education entered a period of reform.

In 2001, the Ministry of Education and Training officially launched the first national assessment to measure the academic level of secondary school students nationwide. Since then, surveys such as student assessments in several grades have been conducted periodically, specifically: grade 5 (2001, 2007, 2011, 2014, 2020, 2025) and grade 9 (2009, 2014, 2020, 2022, 2025), grade 11 (2012, 2014, 2022, 2025), grade 12 (2020).

Vietnam also participates in international studies such as PISA (2012, 2015, 2018, 2022, 2025) and SEA-PLM (2019, 2024), helping to compare students' learning outcomes with other countries in the region and the world. This helps identify the strengths and weaknesses of the education system, contributing to guiding reforms in curriculum, teaching methods, and education policies according to international standards.

In recent years, the assessment system has been further strengthened with the development of question banks and the application of information technology in testing, evaluation, and results analysis.

Through large-scale evaluation programs, the education sector gains crucial data for adjusting curricula and textbooks, innovating teaching methods, and improving educational policies.

According to the plan, the national periodic assessment program for 2025-2026 will be implemented for students in grades 5, 9, and 11. Specifically, grade 5 students will complete a paper-based survey in Mathematics and Vietnamese.

Ninth and eleventh grade students will take an exam in two out of three subjects: Mathematics, Literature, and English. The Mathematics exam will consist of multiple-choice questions on a computer and essay questions on paper, while Literature and English exams will also be conducted on computers.

In addition to the survey, students also answered questionnaires about themselves, their families, and their learning environment.

During this period, principals, teachers, and parents also participated in answering online questionnaires to gather information about factors affecting students' academic performance.

In accordance with the directive from the Ministry of Education and Training regarding the preparation for the official survey of the National Periodic Assessment Program,Nghe An Department of Education and TrainingA document has also been issued requesting the People's Committees of wards and communes; units under the Department; and educational institutions in the area to strengthen the organization of teaching and learning closely following the curriculum, focusing on developing students' qualities and abilities, in order to ensure the quality of learning outcomes.

In addition, units also need to disseminate information about the National Periodic Assessment Program to teachers, students, and parents at primary schools, combined primary and lower secondary schools, lower secondary schools, upper secondary schools, and multi-level general education schools.

During the implementation process, primary and secondary schools, secondary schools, high schools, and multi-level general education schools are required to prepare adequate facilities to support online computer-based surveys for 9th and 11th grade students.

It is expected that in this phase, Nghe An will have 65 primary schools, 41 secondary schools, and 41 high schools with thousands of students participating in the survey along with students nationwide. The selected schools will be spread throughout the province, representing different regions and student demographics, to ensure objective and accurate evaluation.

In addition to students, the survey will also be conducted with principals, teachers, and parents through online questionnaires to collect and evaluate factors affecting students' academic performance.

According to the plan, the survey will be conducted in April 2026.

The survey results will be compiled at the provincial level. This aims to provide objective and reliable information on the quality of education for 5th, 9th, and 11th grade students, serving as a basis for proposing solutions and policies to innovate teaching and learning activities to meet the requirements of the current General Education Program, thereby improving the quality of general education and international integration.
