On April 29, the Central Committee of the Vietnam Fatherland Front reported on the situation and results of the third consultative conference to elect deputies to the 14th National Assembly and provincial People's Councils for the 2016-2021 term.

Only 11 people can run for National Assembly

Regarding the candidacy for National Assembly deputies, after the third consultation conference, the Presidium of the Central Committee of the Vietnam Fatherland Front agreed to establish a list of 197 qualified candidates for the 14th National Assembly. The combined structure of the 197 candidates for the 14th National Assembly from central agencies and organizations is as follows: female candidates: 29 (14.72%); ethnic minority candidates: 17 (8.63%); religious candidates: 2 (1.02%); non-Party candidates: 7 (3.55%); candidates who are re-elected as National Assembly deputies of the 13th tenure: 101 (51.27%); young candidates: 6 (3.05%).

Regarding educational qualifications, out of 197 candidates, 6 (3.04%) are Professors - Doctors; 11 (5.58%) are Associate Professors - Doctors; 66 (33.5%) are Doctors; 62 (31.47%) are Masters; 52 (26.4%) are University graduates.

At the local level, the localities have drawn up a list of 682 people who are qualified to run for the 14th National Assembly, of which 671 were nominated and 11 were self-nominated (a decrease of 267 people compared to the preliminary list drawn up at the second consultation conferences); achieving a surplus ratio of 2.25 times compared to the total number of National Assembly deputies elected in the locality (303 delegates). This ratio was 2.13 times in the 12th term; 2.05 times in the 13th term.
Some localities with high balances are Ca Mau (2.86 times), Soc Trang (2.14 times) and Tuyen Quang (2.0 times).

Of these 682 people in the locality, 315 are women, accounting for 46.19%. There are 92 people (13.49%) who are non-Party members (this structure in the 12th term was 143 people (20%); in the 13th term was 109 people (16.77%); 19 provinces and cities do not have candidates who are non-Party members: Bac Can, Binh Duong, Binh Thuan, Dak Lak, Gia Lai, Ha Giang, Ha Tinh, Hau Giang, Khanh Hoa, Kon Tum, Lao Cai, Ninh Thuan, Phu Yen, Quang Nam, Quang Tri, Tay Ninh, Tien Giang, Tra Vinh, Tuyen Quang.

There are 189 candidates in 47 provinces and cities who are ethnic minorities, accounting for 27.71% (this structure in the XII term was 155 people (21.68%); in the XIII term it was 119 people (18.31%). There are 266 young candidates (40 years old or younger) (39%, this structure in the XIII term was 180 people, accounting for 27.69%). There are 67 re-candidates, accounting for 9.82% (this structure in the XII term was 72 people, 10.07%; in the XIII term it was 83 people, 12.77%). Regarding self-nominated candidates, there are 11 people (1.61%); a decrease of 143 people compared to the preliminary list established at the second consultative conference (154 people) in 8 provinces and cities are Da Nang, Dong Nai, Nam Dinh, Nghe An, Thai Nguyen, each locality has 1 person; Hanoi, Ho Chi Minh City, Soc Trang, each province and city has 2 people (term XII is 30 people, rate 4.2%; term XIII is 15 people, rate 2.31%).

Regarding educational qualifications, among the 682 people qualified to run for the 14th National Assembly in the locality, 65 people are Professors - Doctors, Associate Professors - Doctors, Doctors (9.53%); 231 people have Masters (33.87%); 359 people have University degrees (52.64%); 20 people have College, Intermediate, and short-term training degrees (2.93%); 3 people have High School degrees (0.44%).

99 candidates are non-Party members

In the national general election, the total number of candidates is 879 (including 197 central candidates and 682 local candidates), reaching a surplus ratio of 1.76 times (Term XII had 880 candidates, reaching a surplus ratio of 1.76 times, Term XIII had 832 candidates, reaching a surplus ratio of 1.66 times). There are 344 female candidates, accounting for 39.16% (Term XIII had 262 female candidates, accounting for 31.49%). There are 206 ethnic minority candidates, accounting for 23.44% (Term XIII had 134 ethnic minority candidates, accounting for 16.11%). There are 99 non-Party candidates, accounting for 11.26% (Term XIII had 118 non-Party candidates, accounting for 14.18%). There are 168 candidates who are re-elected as National Assembly deputies of the 13th tenure, accounting for 19.11% (183 candidates were re-elected as National Assembly deputies of the 13th tenure, accounting for 21.99%). There are 271 candidates who are young people (under 40 years old), accounting for 30.83% (183 candidates who are young people, accounting for 21.99%). There are 11 self-nominated candidates, accounting for 1.25% (15 candidates who were self-nominated as National Assembly deputies of the 13th tenure, accounting for 1.8%).

Regarding educational qualifications, among the 879 people nominated to run for the 14th National Assembly nationwide, there are: Professor - Doctor, Associate Professor - Doctor, Doctor 148 people (16.84%); Master 293 people (33.33%); University 411 people (46.76%); College, Intermediate, short-term training 20 people (2.28%); High school 3 people (0.34%).
