According to Government Decree 95 dated October 30, 2009, "Regulations on the service life of cargo and passenger vehicles," the service life for cargo vehicles is no more than 25 years; for passenger vehicles, no more than 20 years; and for vehicles converted from other types of vehicles into passenger vehicles before January 1, 2002, no more than 17 years.
Circular No. 56 dated December 27, 2012, issued by the Ministry of Transport, also stipulates that in August of each year, the Vietnam Register will report to the Ministry of Transport and widely publicize the list of vehicles that have reached the end of their service life from January 1 of the following year.
According to the Vietnam Registering and Inspection Agency, the Agency has now requested all motor vehicle inspection centers nationwide to provide data to the Traffic Police Department, the Department of Transport, and the Transport Inspectorate of localities. They are also proactively coordinating with patrol forces to conduct inter-agency inspections to control traffic on the roads and handle violations according to the regulations in Government Decree 171 against vehicle owners and users whose vehicles have exceeded their service life and are still participating in traffic.
