Initial information, from November 12, 3 subjects including Tran Manh Cuong, Nguyen Duc Anh and Bui Huy Thang, all residing in Ha Long city, impersonated police officers to threaten and extort property from lottery sellers and bookmakers in Ha Long city, Quang Ninh province.
These subjects have appropriated nearly 50 million VND. Their modus operandi is to use a car with license plate 14A-266.43 to go to lottery sales points, posing as police or criminal police, to pretend to catch the victims red-handed writing lottery numbers, forcing them into the car, confiscating all their books, phones and money, then threatening to force them to pay money or they will be prosecuted. There are cases where the subjects extorted nearly 10 million VND.
