Renewal of health insurance card in 2016 for subjects covered by the State and supported by the contribution level

Vietnam Social Security has just requested the Social Security of provinces and cities; the two Centers for Health Insurance Assessment and Multi-level Payment in the North and South regions to send documents to notify health insurance medical examination and treatment facilities about extending health insurance cards for subjects who are paid by the State and supported by the payment level.

Specifically, the subjects are ethnic minorities living in areas with difficult socio-economic conditions; people living in areas with particularly difficult socio-economic conditions; people living in coastal and island areas; people from poor households; Near-poor households are supported by the State budget with 100% of the premium and people in near-poor households are supported by the State budget with 70% of the health insurance premium according to the list of health insurance card issuers approved in 2015. These subjects continue to enjoy health insurance examination and treatment benefits until there is a written guidance from competent authorities, except for people in near-poor households (including people in near-poor households supported by the State budget with 70% of the premium, having paid 30% of the remaining cost) and people participating in health insurance according to other groups but enjoying the same benefits as the above subjects, then they will be changed to a new health insurance card with a validity period from January 1, 2016 to June 30, 2016.

On December 23, 2015, Vietnam Social Security issued Official Dispatch No. 5187/BC-BHXH reporting to the Prime Minister on the situation of issuing health insurance cards used in 2016. While waiting for the Prime Minister's direction, Vietnam Social Security directed the Social Security of provinces and cities, the Health Insurance Assessment Centers and multi-line payment to extend health insurance cards to ensure the right to medical examination and treatment under health insurance for a number of groups of subjects paid by the State budget and supported health insurance premiums according to the provisions of Decision No. 09/2011/QD-TTg on promulgating the standards for poor and near-poor households applicable for the period 2011 - 2015; Decision No. 1049/QD-TTg promulgating the list of administrative units in disadvantaged areas for the period 2014 - 2015 and Decision No. 539/QD-TTg approving the list of particularly disadvantaged communes in coastal and island areas for the period 2013 - 2015.

Local social insurance agencies are responsible for reporting to the provincial and municipal People's Committees on the approval of the list of extensions for the above groups of subjects and requesting continued support for the remaining health insurance card purchase costs of people in near-poor households who are supported by the State budget at 70% of the health insurance premiums and are entitled to health insurance examination and treatment according to the provisions of Decision No. 1584/QD-TTg of the Prime Minister on assigning health insurance implementation targets for the period 2015 - 2020./.
