On February 16, 2019, while on duty in Hai Yen Ward, Mong Cai City, the working group of Mong Cai City Police discovered two men working as motorbike taxi drivers driving two motorbikes, each carrying a woman, each woman holding a newborn baby, moving from Hung Vuong Street towards the gas station in Zone 7, Hai Yen, Mong Cai. Realizing that there were suspicious signs, the working group conducted an administrative check, then the two motorbike taxi drivers ran away, leaving two women (Yen and Phuong) holding two newborn babies about 1 month old (1 boy, 1 girl). The working group brought the two subjects and the two babies to the headquarters for questioning.
During the investigation, the two subjects confessed that in early 2018, while living at her husband's house in China, Tran Hai Tieu asked Yen to return to Vietnam to find a newborn baby boy and bring him to China for Tran Hai Tieu's brother's family to raise, promising that Tieu's brother would pay Yen according to the agreement. Yen agreed.
In early November 2018, Yen illegally entered Mong Cai City from Dong Hung City, China, then took a bus to her mother's house in Tay Minh Hamlet, Lang Minh Commune, Xuan Loc District, Dong Nai Province. During this time, Yen asked a person named Trang who lived near Yen's mother's house to help find a pregnant woman for Yen to adopt and pay the person who gave birth to the child.
In mid-November 2018, Tran Hai Tieu returned to Vietnam and met Yen in Dong Nai. On February 3, 2019, Trang informed Yen that a woman named NHK N (born in 1996, residing in Da Lat City, Lam Dong Province) had just given birth to a baby girl at Hung Vuong Hospital in District 5, Ho Chi Minh City. Due to difficulties in life, N. was unable to raise the newborn child. The next day, at Hung Vuong Hospital, Yen agreed with N. to adopt N.'s child and gave N. 35 million VND. Then Yen and her husband Tran Hai Tieu took the baby to Yen's father's house, Mr. Nguyen Van Sau (born in 1960, living in Quarter 2, Truong Chinh Street, Xuan An Ward, Phan Thiet City, Binh Thuan Province) to raise and look after the child.
About a week later, Yen received a phone call from an unidentified woman who wanted to give Yen a newborn baby boy and asked Yen for some money. The next day, at Long Khanh Bus Station in Xuan Loc District, Dong Nai Province, Yen received a newborn baby boy about 1 month old, along with documents related to the baby boy from the woman above and gave her 35 million VND. According to the documents, the baby boy's mother was identified as LTT N (born in 1981, residing in Nha Trang City, Khanh Hoa Province). After that, Yen took the baby boy to her mother's house in Dong Nai, and at the same time, asked her younger sister Nguyen Thi Bich Phuong to take the baby boy to China to hand him over to Yen's husband's family.
At around 11:00 a.m. on February 13, 2019, at Suoi Cat intersection, Xuan Loc district, Dong Nai province, Yen and her husband gave Phuong 2 million VND so that Phuong could take the boy to Mong Cai city, Quang Ninh province first. On February 15, 2019, Phuong and the boy went to Mong Cai city and rented Dung Nam motel in Ka Long ward, Mong Cai city to rest and wait for Yen and her husband.
On February 16, 2019, Yen and her husband took the newborn girl to Mong Cai City, met Phuong and the newborn boy, then took a motorbike taxi to illegally enter China through the border of Hai Yen Ward, Mong Cai City. While moving towards the gas station in Zone 7, Hai Yen Ward, Mong Cai City, they were checked and arrested by Mong Cai City Police.
Currently, the Mong Cai City Police have handed over the two children to the Quang Ninh Province Children’s Care and Support Center; at the same time, a decision was made to temporarily detain Nguyen Thi Bich Yen and Nguyen Thi Bich Phuong for further investigation./.
