New hospital fees officially applied from June 1
Today (June 1), new hospital fees will be officially applied to patients without health insurance, according to Circular No. 02 of the Ministry of Health.
In June and July, nearly 100 central and provincial hospitals in the fully financially autonomous group will apply this new hospital fee level.
By August, 30 provinces and cities applied the new hospital fees and by October, another 15 provinces and cities applied it.
The remaining 18 provinces and cities will apply the new hospital fees in December.

The Ministry of Health has issued Circular No. 02/2017/TT-BYT regulating the maximum price range for medical examination and treatment services not covered by the Health Insurance Fund in State medical examination and treatment facilities (referred to as Circular No. 02).
According to Deputy Minister of Health Pham Le Tuan, the application of new hospital fees will be implemented according to a roadmap, not increasing simultaneously across the country.
The application of new hospital fees is carried out step by step, cautiously, according to the adjustment roadmap between localities and the rate of health insurance participation. The increase in hospital fees is not applied at the same time because it is related to the macro economy and consumer index.
In this round of hospital fee increase, over 1,900 medical services are subject to new hospital fee rates, with a price increase of 20-25%. In addition, there are also services that have increased 2-3 times, accordingly, the examination fee for special and first-class hospitals is 39,000 VND/visit; second-class: 35,000 VND/visit, third-class: 31,000 VND/visit and fourth-class, commune health stations: 29,000 VND/visit.
For cancer patients who do not have health insurance, the cost of Cyber Knife radiosurgery is more than 20 million VND; Gamma Knife radiosurgery: more than 28 million VND; X Knife radiotherapy: more than 28 million VND. This is the hospital fee previously applied to patients with health insurance, paid by the health insurance fund when going to the right medical facility for examination and treatment.
Up to this point, hospital fees are applied equally to both groups of patients with and without health insurance to ensure fairness and encourage people to participate in health insurance.
According to the Ministry of Health, the price adjustment for people without health insurance cards aims to create fairness for those participating in health insurance, while moving towards the goal of universal health insurance by 2020.
The Law on Health Insurance stipulates that health insurance is mandatory, however, currently nearly 20% of the population has not participated in health insurance, including many near-poor people and people with average incomes. The state has a policy of supporting 30-70% of the contribution but has not yet participated in health insurance.
Therefore, the implementation of Circular 02 will encourage people who do not have health insurance cards to participate in health insurance, making it easier for medical facilities to collect and manage revenue, and for hospitals to have funds to improve service quality.
