After drinking and partying but not having money to pay, the group of 7 fishermen were helped by Pham Hoai Thuong to pay. Afterwards, Thuong, his younger brother and 2 other people held the group of fishermen with the intention of finding the ship owner to broker jobs to get the money back and earn more brokerage fees.

On December 19, the Investigation Police Agency of Long Dien District Police (Ba Ria - Vung Tau Province) announced that it had issued a decision to prosecute and temporarily detain 4 subjects including: Pham Hoai Thuong (33 years old), Pham Hoai Dong (28 years old, Thuong's younger brother, both from Hau Giang and working as a labor broker for fishing vessels), Nguyen Hoai Nam (18 years old, residing in Ba Ria City, Ba Ria - Vung Tau) and Vu Hoang Son (29 years old, from Thanh Hoa) to investigate the act of "Illegal detention".

According to the police, in this group, Pham Hoai Thuong is the person involved in the previous property extortion case. On the other hand, Thuong's younger brother, Pham Hoai Dong, also has a criminal record for intentionally causing injury.

Earlier, in early December, a group of 7 fishermen that Pham Hoai Thuong and Pham Hoai Dong brokered to work on a boat went to Con Dao island district (Ba Ria - Vung Tau province) to eat and drink. However, this group of fishermen did not have money to pay, so the restaurant owner called Pham Hoai Thuong to ask Thuong to help pay.

Afterwards, Thuong and Dong kept this group of fishermen in Con Dao and asked them to work for them to pay off the debt they had paid for the recent drinking party.

However, after many days, because they could not find anyone to hire them, Thuong and Dong transferred the group of 7 fishermen to Nguyen Hoai Nam and Vu Hoang Son to be detained in a house in Phuoc Hung commune (Long Dien district, Ba Ria - Vung Tau province).

After that, from the source, Long Dien District Police raided the above house and rescued the group of fishermen.

At the police station, the group said that after keeping the 7 fishermen, they would wait for a boat to hire them and then put them to work to offset their previous drinking debt. In addition, each fisherman would have to pay a job brokerage fee of 300,000 VND to 800,000 VND.

Currently, the case continues to be investigated and clarified.
