Public investment disbursement rate reaches high
Not only setting up working groups in charge, periodically reporting progress and results every 10 days, to achieve the target of public investment disbursement rate of over 95% in 2024, all levels, sectors, localities and units in Nghe An have implemented many contents, striving to achieve the target assigned by the Government.
Focus on investment capital
Previously, people from communes along N5 Road in Do Luong District had to go through Do Luong Town and some other communes such as Nam Son and Bac Son to reach Tan Ky District. Now, that route has been shortened by dozens of kilometers, when the project connecting National Highway 7C (Do Luong) to Ho Chi Minh Road (Tan Ky) was completed. The new, spacious and modern road opens up a new socio-economic connection space for people in the districts to enjoy.

The above-mentioned traffic project has a total investment of more than 730 billion VND, about 23km long, not only connecting Do Luong district and Tan Ky district, but also helping to shorten nearly half of the travel time from Tan Ky district to National Highway 1A, connecting the trade network with industrial clusters and seaports in the Southeast of the province. Thereby, contributing to promoting the socio-economic development of the Northwest region of Nghe An in general and the three districts of Do Luong, Yen Thanh, Tan Ky and other localities along the "economic corridor of Road 7" according to the orientation of building 4 economic corridors of Nghe An as indicated in Resolution 39/NQ-TW of the Politburo on building and developing Nghe An province to 2030 with a vision to 2045.

According to Vice Chairman of the Provincial People's Committee Bui Thanh An - Head of the Working Group in charge of public investment of the province, one of the guiding and operating viewpoints of the Provincial People's Committee in allocating capital and disbursing public investment is to prioritize investment in key projects and works; not to invest in a scattered and fragmented manner and to be determined to achieve the disbursement target of over 95% by the end of 2024.
Accordingly, in 2024, many key projects and works have been focused on, completed and put into use such as: Vinh - Cua Lo connecting road (phase 2), National Highway 7C connecting road to Ho Chi Minh road (Tan Ky); coastal road from Nghi Son (Thanh Hoa) to Cua Lo (Nghe An) section Km7+00-Km76+00 is being accelerated. In particular, we have focused on directing and coordinating to complete key central projects and works in the area on schedule such as: North - South Expressway East (Dien Chau - National Highway 46B section), 500kV power line project circuit 3 through Nghe An province...
Implement "5 determinations" and "5 guarantees"

Nghe An, like other provinces and cities across the country, identifies public investment disbursement as one of the top important political tasks, closely following the guidelines of the Government, the Prime Minister, the ministries, central branches and the province, especially Directive No. 26/CT-TTg dated August 8, 2024 of the Prime Minister.
Accordingly, the Government has clearly stated that localities and ministries must resolutely implement "5 determinations" and "5 guarantees" in implementation with the motto: "overcoming the sun, overcoming the rain, not losing to the wind and storm", "eating quickly, sleeping urgently", "working in 3 shifts and 4 shifts", "working on holidays, Tet holidays", "only discussing work, not discussing back" to strengthen discipline, order, promptly remove bottlenecks and obstacles in implementation, and promote disbursement of public investment capital in 2024.

Specifically, comrade Bui Thanh An said that in addition to the activities of the Public Investment Working Group, periodically reporting progress every 10 days, Nghe An has assigned tasks to perform this work according to the motto "clear people, clear work, clear responsibilities, clear progress and clear results". Assign leaders to monitor, increase the frequency of inspection, supervision, and specifically evaluate the results of work implementation each week, closely following the progress of project implementation and the progress of resolving related procedures.
From there, help localities, departments, branches, and related units proactively and promptly handle difficulties and problems according to their authority, or report and propose to competent authorities for handling according to regulations. Closely follow the situation and weather developments, develop and effectively implement natural disaster prevention plans, proactively develop and organize appropriate construction solutions, and ensure progress approved by competent authorities.

In 2024, the Provincial People's Committee also organized an early provincial public investment conference, working with investors with slow disbursement or large amounts of undisbursed capital to support and remove obstacles and shortcomings. At the same time, review, resolutely adjust and cut capital plans for projects with slow progress, inability to implement or not implementing as committed to supplement capital for projects with good progress.
Consistent with the viewpoint of prioritizing investment in key projects and works, as of December 20, 2024, the total public investment plan has disbursed over VND 7,547 billion, reaching 73.35%, expected to reach over 95% by the end of 2024. Investment attraction continues to be a bright spot, with the total newly granted and increased investment capital reaching over VND 61,488 billion; of which FDI capital is expected to reach nearly 1.7 billion USD, the highest ever, in the top 10 nationwide; striving to achieve a disbursement rate of over 95% according to the direction of the Prime Minister.
