Disbursement of public investment in some localities of Nghe An reached 90%.
(Baonghean.vn) - The 2019 public investment plan in Nghe An was assigned more than 3,361 billion VND (not including the foreign capital plan assigned in the third phase of August 2019: 148.6 billion VND). The disbursement volume in 11 months reached 80.13%, higher than the national average. Of which, 4 districts disbursed 90%.
The report of Nghe An Provincial People's Committee shows that: As of November 30, 2029, there are 3 sources of disbursement that have achieved quite well: the local budget balance source according to the scoring criteria of 75.21%, the source of the National Target Program on New Rural Construction 81.62%, and the land use revenue source allocated by the province reaching 74.82%.

There are 5 districts that have disbursed over 90%: Hoang Mai Town, Hung Nguyen, Quynh Luu, Yen Thanh, Nghi Loc... Districts with low disbursement rates: Quy Chau, Que Phong, Anh Son.
Compared to the same period in 2018, some capital sources have a fairly high disbursement rate, such as: Investment from lottery revenue (up 18.29%); National Target Program (up 14.03%); foreign capital increased (23.37%), Government bond capital increased (33.22%).

Because some capital under the Central Government's authority was delivered late this year (capital delivery was only completed in the third quarter), the disbursement rate of capital sources with delayed delivery is still low compared to the general level, such as newly disbursed target program sources with 59.26%, newly disbursed foreign capital sources with 60.5%, newly disbursed national target program capital sources with 61.33%...
Another reason for the slow disbursement is that localities are slow in carrying out site clearance work and are not resolute in urging the implementation of programs and projects. In addition, some programs are slow in completing project documents, approving designs, and prolonging budget estimates, affecting the progress of project implementation, signing construction contracts, and disbursing capital.
