Solutions for developing Party organizations and Party members in private enterprises and foreign enterprises
(Baonghean.vn) - The Standing Committee of Nghe An Provincial Party Committee has just issued Conclusion No. 189-KL/TU on continuing to implement the Project on developing Party organizations and Party members in private enterprises and foreign-invested enterprises.
According to the general assessment of this Conclusion, after more than 10 years of implementing the Project "Developing Party members and Party organizations in private enterprises and foreign-invested enterprises in Nghe An province, period 2014 - 2020" (referred to as Project 5155), issued with Decision No. 5155-QD/TU, dated February 8, 2014 of the Provincial Party Standing Committee, the work of Party and mass organization building in private enterprises and foreign-invested enterprises has achieved some quite good results.

The number of party organizations, unions and party and union members in private enterprises and foreign-invested enterprises has increased. Some party organizations and people's unions in enterprises have demonstrated their roles and positions, contributing positively to the stability and development of enterprises.
However, the work of building the Party and mass organizations in private enterprises and enterprises with foreign investment capital still has many limitations. Some Party committees and organizations have not fully and deeply grasped the requirements and contents of the Project. Leadership and direction are not regular, strict and synchronous; the establishment of new Party organizations, admission of Party members, union members and association members in enterprises is still low, not meeting the Project's targets.
In general, the role of party organizations in enterprises is still vague, the content and methods of operation are still confusing, not meeting the requirements and tasks of Party and mass organization building in the new situation; the number of enterprises without party and mass organizations is still very large.
The conclusion also sets out a number of key tasks and solutions in the coming time as follows:
1. About viewpoints and goals:
- The work of mobilizing the establishment of party and mass organizations in enterprises must be carried out in two directions: (1) From the workers' and laborers' movement; (2) From business owners, business leaders, and core staff in enterprises; from there, mobilizing the establishment of socio-political organizations, establishing Party organizations that are true to the nature of the working class and laborers, suitable to the current situation, without affecting the operations of enterprises.
- Strive from now until 2025, 30 - 40% of private enterprises and foreign-invested enterprises will recruit party members and establish party organizations.
2. Regarding tasks and solutions:
Continue to closely follow the tasks and solutions stated in Report No. 608-BC/TU, dated May 11, 2020 of the Provincial Party Committee Standing Committee, and at the same time request agencies, units; district, city, town Party Committees, and affiliated Party Committees based on their assigned functions and tasks to focus on leading and directing the organization to well implement the following contents:
2.1. Provincial Party Committee Organizing Committee
- Preside and coordinate with relevant units to evaluate results and draw lessons to continue implementing the Project. Provide guidance on developing working regulations, forms of opening training classes for new Party members and Party cell activities suitable for the type of private enterprises and foreign-invested enterprises.
- Direct universities, colleges, and vocational training institutions to strengthen Party development work among students, aiming to supplement the trained workforce and Party members for businesses.
- Preside over and coordinate with relevant agencies and Party committees and organizations to monitor, urge, guide and inspect the implementation of plans to admit Party members, build and consolidate Party organizations; promptly remove difficulties and obstacles regarding conditions and procedures for developing Party members and building Party organizations in all types of enterprises.
2.2. Provincial Party Committee's Propaganda Department
- Preside over and coordinate with relevant agencies to promote the dissemination of the Party and State's economic development policies and guidelines; the purpose, significance, and positive effects of Party organizations and unions in enterprises. Commend and honor exemplary enterprises and individuals who implement the Party's guidelines and policies and the State's laws, while actively creating conditions for Party organizations and unions to operate effectively.
- Research and innovate forms and methods of organizing dissemination, propaganda, learning and implementation of Party resolutions in accordance with the characteristics of private enterprises and foreign-invested enterprises.
2.3. Provincial Party Committee's Mass Mobilization Committee
Lead the Fatherland Front and socio-political organizations, especially trade unions, youth unions, and women's unions, in mobilizing the establishment and guiding organizations to innovate their forms and methods, improve operational efficiency, and ensure suitability and practicality in private enterprises and foreign-invested enterprises.
2.4. Provincial Party Committee Office
Guide units to fully implement the Party's working expenditure regime according to the regulations of the Central Party Secretariat in Decision No. 99-QD/TW dated May 30, 2012; Decision No. 169-QD/TW, dated June 24, 2008; Instruction No. 21-HD/VPTW, dated March 4, 2013 of the Central Party Office and other relevant regulations.
2.5. Provincial Party Committee Inspection Commission
Develop a program and plan to direct the inspection and supervision of the implementation and organization of this Notice at relevant agencies and units; district, city, town Party Committees and the Party Committee of the Enterprise Bloc.
2.6. Party Executive Committee of the Provincial People's Committee
- Direct the Department of Finance and relevant agencies to guide the implementation of Decree No. 98/2014/ND-CP dated October 24, 2014 of the Government regulating the expenses of enterprises supporting the activities of party organizations and socio-political organizations serving activities that are deductible when determining taxable income for corporate income tax and other documents related to the activities of party organizations and unions in enterprises.
- Strengthen the direction of organizing forums, seminars, exchanges and dialogues between businesses and Party committees and authorities at all levels to remove difficulties and obstacles of businesses in a timely, practical and effective manner.
2.7. Provincial Business Bloc Party Committee; District, City, and Town Party Committees
- Specify the targets for developing party organizations and party members in private enterprises and foreign-invested enterprises in the content of the resolutions of Party congresses at all levels to focus on implementation. Complete the steering committee for developing party organizations and party members in districts, cities and town committees; the Provincial Business Bloc Party Committee to promptly advise the Party committees at all levels to direct the organization and implementation of the resolution.
2.8 Provincial and district level socio-political organizations
- Focus on leading and directing the consolidation and improvement of the quality of Party organizations' activities; actively building and developing Party organizations and Party members in private economic units, specifically:
+ For enterprises that already have party organizations: Party committees and organizations at all levels shall review, grasp the quantity, carefully evaluate the current status of the organization and operation of the party organization, and propose specific and appropriate solutions to consolidate, improve and improve the quality of operations. Based on the Secretariat's Regulations on the functions and tasks of grassroots party organizations in enterprises, guide the content and form of party activities in accordance with the conditions, characteristics and situation of each type of enterprise.
Guide the Party organization at the enterprise to develop operating regulations and coordination regulations between the Party Committee and the Board of Directors and the enterprise owner; in which, clearly stipulate the participation of the Party organization in building and developing the enterprise and the responsibility of the enterprise in creating conditions for the Party organization to operate, the discovery, introduction, and nomination of qualified Party members for consideration and appointment as leaders and managers of the enterprise and the coordination to promptly resolve issues related to the rights, obligations and legitimate interests of employees.
+ For enterprises without a party organization, the Party Committees of districts, cities and towns focus on directing the Party Committees and affiliated Party organizations to review and grasp the number of Party members who are working stably in enterprises, but still participating in Party activities elsewhere. If there are 3 or more official Party members and the enterprise has stable production and business, then proceed to establish a Party cell; if there are not enough Party members to establish a Party cell, then transfer these Party members to participate in activities with a suitable Party organization and actively prepare the conditions for establishing a Party cell.
+ For enterprises that do not have party members but have a trade union, the grassroots Party Committee where the enterprise is headquartered shall assign Party Committee members and experienced Party members to coordinate with organizations in the enterprise to discover, train, and create sources for recruiting Party members.

- Direct the effective implementation of opening classes to foster awareness of the Party; fully implement the regime of spending on Party activities in enterprises according to Decision No. 99-QD/TW, dated May 30, 2012 and Decision No. 169-QD/TW, dated June 24, 2008 of the Secretariat; Instruction No. 21HD/VPTW, dated March 4, 2013 of the Central Party Office and other relevant regulations.
- Direct, guide, support and assist mass organizations in innovating the content and methods of operation to bring the Party's guidelines, policies and laws of the State into life, encourage employees to comply with the State's laws, regulations and rules of enterprises, compete in production and labor, improve skills; actively participate in mass organizations and strive to become Party members; at the same time contribute to helping enterprises improve production and business efficiency.
- Focus on improving the quality and efficiency of operations of existing mass organizations in enterprises:
+ Provincial Federation of Labor:Strengthen and promote trade union activities in enterprises, focusing on establishing new trade union organizations in enterprises that meet the conditions prescribed in the Trade Union Law, Labor Law, etc.
+ Provincial Youth Union, Provincial Youth Union:Promote the vanguard role, boost youth activities, take union members as the core to gather and build the Union and Association organizations in enterprises.
+ Provincial Women's Union:Strengthen women's activities to organize and establish Women's Union organizations in private enterprises and foreign-invested enterprises.
