Solving legal issues, creating a favorable business investment environment

On the morning of October 9, the Central Council for Coordination and Dissemination of Legal Education organized the 2nd "Business and Law" forum in 2024.

The forum was held online from a bridge in Hanoi and connected to all provinces and cities nationwide, with the theme "Joining hands to solve legal issues, contributing to creating a favorable investment and business environment for enterprises".

At Nghe An bridge, the Forum had the participation of representatives of departments, branches, localities and many businesses in the area.

The "Business and Law" Forum is one of the innovative activities in communication, dissemination and legal education of the Central Council for Legal Education and Dissemination. This is an activity under the Inter-sectoral Legal Support Program for Small and Medium Enterprises for the period 2021 - 2025, aiming to strengthen the communication of legal policies, contributing to the effective implementation of the Project "Organizing communication of policies with great impact on society in the process of drafting legal documents for the period 2022 - 2027" of the Government.

The forum is a direct dialogue between Government leaders, ministries, branches and the business community to grasp and remove difficulties and obstacles in policies and institutions related to the legal life of enterprises, creating a favorable environment for investment, production and business, demonstrating the responsibility and determination of the Government in supporting and accompanying enterprises for the sustainable development of the country. This is also an opportunity for ministries and branches to grasp the legal issues that enterprises are facing in investment, production and business activities, thereby finding solutions to overcome institutional problems and perfecting the legal system.

At the Forum, the Central Council for Dissemination of Law Education selected two topics: "Some legal issues on investment projects using land" and "Some legal issues on tax and solutions" for delegates to discuss. These are considered two practical issues and have received the attention of many businesses today. In fact, in recent years, the provisions of the law on land and tax have been adjusted many times. However, there are still reflections from the business community on some legal problems, some regulations that do not really facilitate investment and business activities of enterprises. Among them, there are many opinions on the issue of investment procedures related to land use being still cumbersome; the law on tax still has issues that are not really satisfactory, not ensuring the harmony of interests between the State and enterprises.

In Nghe An, there are currently 29,000 registered enterprises operating in the province, with a total registered capital of about 194,000 billion VND. However, the number of enterprises operating in the province is only about 14,000, of which nearly 98% are small and micro enterprises, with modest scale of operation, no large enterprises, no big brands.

Nghe An also strives to have 58,000 - 59,000 registered enterprises by 2030, of which 23,000 - 24,000 are operating.

At the end of the Forum, the opinions of the business community and localities will be compiled by the Central Council for Legal Education and Dissemination and assigned to Council members to correctly and fully identify and determine which are institutional issues and which are enforcement issues, in order to submit to the Government solutions to link law making and enforcement.
