(Baonghean) - Regarding the work of preparing personnel for the grassroots party congress for the 2020-2025 term in Nghe An, up to this point, besides the advantages, there are still many concerns that need to be resolved.

Carefully prepare grassroots personnel

The Party Committee of Nam Anh Commune (Nam Dan District) is one of the units selected to organize a model congress, scheduled to be held in early April. Therefore, the Party Committee is implementing preparations for the congress on schedule and with quality; in which the personnel preparation stage is being carried out methodically and carefully. According to comrade Ho Viet Hoang - Secretary of the Party Committee of Nam Anh Commune, after receiving the instructions and guidance documents from the Central, the province and the district, the Party Committee of the commune has proactively reviewed, adjusted and supplemented the planning, including members of the executive committee, members of the standing committee for the 2020 - 2025 term and key positions including secretary, deputy secretary, chairman and vice chairman of the People's Council, People's Committee of the commune, for the 2021 - 2026 term.

Similarly, in Kim Lien Commune Party Committee, according to Party Secretary Phan Van Canh, in addition to the requirement to meet the standards of professional and political qualifications, the Party Committee also clearly grasps the viewpoint and guiding ideology: comrades expected to be introduced to the Party Committee, especially key positions in the locality, must be those who are truly outstanding in terms of capacity, knowledge, understanding and ability to contribute to the Party Committee and the ability to complete tasks in the assigned field. Thanks to that, the initial personnel preparation work in the unit is creating high consensus and unity within the Party Committee, from reviewing and supplementing the planning to planning the Party Committee's personnel for the new term to proceed according to the 4-step process.

Comrade Nguyen Lam Son - Standing Deputy Secretary of Nam Dan District Party Committee, said that the work of preparing personnel for grassroots Party committees in Nam Dan was very favorable, because besides focusing on the work of planning cadres, during the term, the District Party Committee also specified the standards for cadres and chaired the Fatherland Front and mass organizations from the district to the grassroots through the issuance of 2 Resolutions No. 10-NQ/HU and Resolution No. 11-NQ/HU. Thanks to that, besides creating favorable conditions for the organization, the team of cadres and civil servants from the district to the grassroots proactively attended professional and political training.

Up to this point, basically all cadres in the planning at the grassroots level have met the standards of university level or are studying at university; political level from intermediate level or higher. This is an advantage for the work of preparing personnel for the grassroots Party Committee for the 2020-2025 term. On the other hand, in the process of preparing personnel at the grassroots level, the district does not intervene deeply but gives the initiative to the grassroots level and requires the grassroots level to closely follow the instructions of the Central and the province to seriously implement, in accordance with principles, authority and ensure procedures.

As for the two newly established communes and the newly merged town unit of Van Dien commune, the Standing Committee of the District Party Committee assessed that there would be difficulties, so the process of selecting leaders of the Party Committee, government, Fatherland Front, and mass organizations in these new communes and units was carried out democratically, following the correct procedures, creating high consensus at the grassroots level. This is considered an important step in preparing personnel for the Party Committees of these units. The district also advocated that the newly established communes will hold congresses at the end of June to create conditions for the staff to have time to demonstrate their capacity and prestige before the Party Committee and the people.

In Quynh Luu district, comrade Lai The Toan - Deputy Head of the District Party Committee's Organization Board said: The District Party Committee's Standing Committee has established 9 working groups to directly direct the preparation for the grassroots party congress, including the preparation of party committee personnel. The district's orientation in building party committee personnel and key positions must be associated with the project to implement Resolution 6 of the Central Committee (term XII) in the direction of concurrently holding positions to streamline the number of employees. The district has also proactively directed grassroots party committees to review and supplement the party committee planning for the 2020-2025 term and key positions, which were approved by the district at the end of 2019. For units identified as having difficulties in personnel work, such as weak staff capacity or having some comrades who have not created high consensus when planning for key positions, or through inspection and examination being disciplined, all have been reorganized one step ahead.

In Con Cuong, according to Secretary of the District Party Committee Nguyen Dinh Hung, up to this point, the District Party Committee has directed the grassroots to complete a number of tasks, such as reviewing comrades who are not old enough to be re-elected to the Executive Committee for the new term to guide the implementation of related procedures to submit to the competent authority to resolve the early retirement regime. At the same time, supplement the planning on the basis of taking the vote of confidence of cadres and party members to discover and supplement new factors that meet the factors of being young, well-trained, capable, and highly prestigious among cadres, party members and people; associated with monitoring the implementation of assigned professional tasks. Accordingly, through the initial review, the proportion of young cadres, women, and ethnic minorities in the planning of Party committees at grassroots levels for the 2020-2025 term is higher than the regulations; especially the proportion of women in the planning accounts for 20-30%.

Focus on solving practical problems

Besides the advantages, the process of preparing personnel for grassroots Party committees is still posing many difficulties that need to be resolved. One of the issues raised by many localities is that the position of Commune Police Chief is structured in a "rigid" Party committee; however, the policy of bringing in regular Police in some localities has not yet been implemented, so there are no specific people to include in the Party committee personnel plan for the new term. On the other hand, the arrangement of the Police Chief as a civil servant, when bringing in regular Police, is also posing a difficult problem for the grassroots.

For example, in Con Cuong district, according to the Deputy Head of the District Party Committee's Organization Board, Dang Van Than, there are currently 8 police chiefs who are civil servants and according to the guidance of the Department of Home Affairs, they will be transferred and arranged within the commune or transferred to the district level. However, in the localities at present, there is no shortage of civil servant positions to arrange and moving to the district level is even more difficult, because currently, at the district level, there are 13 surplus civil servants according to regulations. Similarly, in Quynh Luu district, currently, only 8/33 communes have regular police officers to take on the position of commune police chief.

Along with the difficulty in arranging for the Chief of Police to be a civil servant, currently in some localities there are still difficulties in arranging and assigning over-age commune Youth Union Secretaries; some cadres are old enough to be re-elected to the Party Committee, but are not old enough to be structured into the positions of Chairman and Vice Chairman of the People's Council and People's Committee of the commune; or are not old enough to be re-elected to the Party Committee but are not old enough to pay insurance to retire according to the regime.

A concern is also being raised at the grassroots level, which is the personnel of the inspection committee at the grassroots level. According to comrade Ho Viet Hoang - Secretary of the Party Committee of Nam Anh commune (Nam Dan), according to Conclusion No. 134-KL/TU of the Standing Committee of the Provincial Party Committee, the position of Chairman of the Inspection Committee at the grassroots level is assigned to the Deputy Secretary of the Party Committee and the Vice Chairman of the Inspection Committee is assigned to the Vice Chairman of the People's Council or the Head of the Fatherland Front and mass organizations. However, in reality in Nam Anh commune, the position of Deputy Chairman of the Inspection Committee is currently held by the Deputy Military Commander and this comrade is young and capable. Therefore, it is recommended that the Provincial Party Committee's Inspection Committee soon issue guidelines on personnel of the inspection committee at the grassroots level so that the unit has a basis for implementation.

Another issue, according to comrade Lai The Toan - Deputy Head of the Organizing Committee of Quynh Luu District Party Committee, in Instruction No. 07-HD/UBKTTW, it is stipulated that delegates attending the congress whose disciplinary period, from the effective date of the disciplinary decision to the opening date of the congress, has not exceeded 1 year, must submit to the congress for consideration and decision on their qualifications as delegates to attend. And in Quynh Luu, there are 2 chairmen of the People's Committee of the commune who are in the above case with the form of disciplinary reprimand and these 2 comrades are continuing to plan to hold key positions in the locality for the new term and are expected to be in the presidium to run the congress...

These are also concerns for the facility that need to be resolved promptly.
