Inspection of gasoline violations in Nghe An: 'Dirty' pathetically!

(Baonghean.vn)- The test results show that the gasoline samples of the two blending companies that consumed 2 million liters of dirty gasoline have extremely low octane ratings, with some samples only reaching 46/92.

According to a source from Nghe An Newspaper, to serve the 917/X project, the PC46 Department of Provincial Police and the Inspectorate of the Department of Science and Technology took 12 gasoline samples and sent them to the Technical Center for Standards, Metrology and Quality 2 (General Department of Standards, Metrology and Quality) for quality testing according to the National Technical Regulation QCVN:1/2015.

After the inspection, on October 23, 2017, the Technical Center for Standards, Metrology and Quality 2 sent 12 Test Results. Thereby, it was determined that 11/12 test samples did not meet the quality standards according to the National Technical Regulation QCVN 1:2015/BKHCN on gasoline, diesel fuel and biofuel. The quality criterion of the 11 test samples that did not meet the quality standards was the Octane number - a quantity that characterizes the anti-knock ability of gasoline.

Of which, Thanh Ngu Company Limited (Dien Ngoc, Dien Chau district) was given 4 samples, 3 of which were not up to standard, with Octane index only reaching 70.7/92, 46/92, 46.4/92. Kien Luc Private Enterprise (Quynh My, Quynh Luu district) was given 2 samples, both of which were not up to standard, with Octane index only reaching 68/92 and 73.1/92.

The remaining samples were seized by the authorities at the following businesses: Ky Phuong Trading Company Limited (Dien Ngoc, Dien Chau), Sau Hang Trading Company Limited (Dien Ngoc, Dien Chau), Phung Pha Private Enterprise (Quynh Tam, Quynh Luu), Thuan Thanh Private Enterprise (Dien An, Dien Chau). These are the businesses that imported gasoline from the two above-mentioned businesses. And the Octane index through appraisal also had a very low index, from 60 - 70/92.

“According to the law, businesses that violate the law will have the right to re-examine gasoline samples for comparison. Therefore, the authorities will soon organize a dialogue with business representatives. Thereby, they will be informed about the results of the assessment, as well as the rights of businesses in conducting the comparison. Based on the results obtained after the comparison, the level of handling violations will be proposed…” - the source said.

As reported by Nghe An Newspaper, on October 10, 2017, PC46 Department of Provincial Police, Department of Science and Technology and Department A71 of the Ministry of Public Security caught Thanh Ngu Company Limited (Ngoc Tan Hamlet, Dien Ngoc Commune, Dien Chau District) red-handed pouring solvents in the tank of a tanker truck with license plate 37C - 7512 into a gas tank at a gas station for customers.

During an inspection at Thanh Ngu Company, the authorities discovered 2 boxes of colorant powder and 2 gasoline tanks (one containing 3,000 liters of A92 gasoline; the other containing 7,000 liters of A92 gasoline). Through the investigation, the business owner, Ms. Vu Thi Thanh, had to admit that the 7,000-liter tank contained gasoline mixed in the following ratio: 50% A92 gasoline + 50% solvent + colorant = poor quality gasoline.

Continuing to inspect Kien Luc Private Enterprise (Hamlet 8, Quynh My, Quynh Luu), the authorities discovered 2 tanks containing over 10,000 liters of poor quality gasoline; 1 bottle containing colorant powder. The son of the owner of this enterprise, Tran Van Tuan, admitted that from August 2017 to present, he had purchased 320,000 liters of solvent at a price of 10,600 VND/liter. Of which, 160,000 liters were sold to Thanh Ngu Company Limited; the remaining 160,000 liters, Tuan directed to mix with A92 gasoline at the ratio: 80% A92 gasoline + 20% solvent + colorant powder.

In total, the authorities determined that the amount of "dirty" gasoline sold by this enterprise in the province was up to 2 million liters in the period from August 2017 to present.
