The Director of the Radio and Television Station of Ba Ria-Vung Tau province was requested to recover and return to the budget nearly 70 billion VND in wrongful spending, money from arbitrarily exchanging airwaves for money and assets.

The People's Committee of Ba Ria-Vung Tau Province (BR-VT) has just assigned the provincial inspectorate to draft a document to submit to the provincial People's Committee to request the direction of the Provincial Party Committee Standing Committee on violations at the Provincial Radio and Television Station (BRT). This request was made after the province heard the BRT station's leaders report and provide additional explanations on violations in financial revenue and expenditure and asset management of BRT in 2011-2013 that were concluded by the provincial inspectorate.

Previously, the BRT station's leadership did not agree with some violations according to the inspection conclusion. However, a source said that up to now, the BRT station's leadership has admitted and asked to comply with and implement the handling recommendations. In addition, there is an amount of over 34 billion VND that the BRT Station leader spent incorrectly, and some opinions at the recent concluding meeting of the Ba Ria-Vung Tau Provincial People's Committee said that there were no signs of profiteering or embezzlement. Therefore, if the BRT Station Director recognizes the violation and pays it into the budget according to the recovery decision of the provincial inspectorate, it should be considered for administrative handling.

According to the provincial inspectorate, Mr. Vo Van Cam - Director of BRT Station arbitrarily signed 11 contracts to exchange advertising airtime for assets (cars) and received sponsorship money with an exchange rate difference of 230% to 300% without basis, causing a loss of nearly 35 billion VND. Comments agreed with this conclusion but suggested that if Mr. Cam had measures to recover all of this money, administrative sanctions should be considered.

At the end of May 2015, the BR-VT Provincial Inspectorate concluded its inspection, pointing out many violations at BRT Station regarding financial revenue and expenditure, and asset management of BRT in 2011-2013. The Provincial Inspectorate recommended transferring the case to the investigation agency, and the provincial police initiated further prosecution to clarify four cases: signing 11 contracts to exchange advertising airtime for assets, paying royalties to the wrong subjects, exceeding the regulation by 15%, using the 5% advertising revenue source to pay for additional income, and lending money to the Tourism Association.

After that, the BRT leaders had written explanations. Responding to reporters, Mr. Cam said that the spending of the above items was decided by the collective and he did not take personal advantage or embezzle. However, the provincial inspector still proposed to transfer the investigation agency to prosecute the individuals involved in the violations that the inspector concluded.
