Project director taps 100 million VND of bidding enterprise
Mr. Tuyen was accused of threatening not to win the bid and pressuring the business to pay the requested money.
On November 2, the Investigation Police Agency (Thanh Hoa Provincial Police) announced that on November 1, the agency had prosecuted and banned Mr. Le Van Tuyen - Director of the Ha Trung District Project Management Board, under the Ha Trung District People's Committee, from leaving his place of residence to investigate the act of fraud to appropriate property and abuse of position and power while performing official duties.

According to the accusation of Mr. Hoang Chi Minh - Director of Manh Phu Construction and Trade Joint Stock Company, in May the company received an invitation to bid for the project of building the hall of the Ha Thai Commune Cultural House, with an investment capital of 3.7 billion VND. The company completed procedures to participate as the main contractor.
On June 1, he received a phone call from Mr. Tuyen informing him that the Central Government had allocated 1 billion VND for the project. If he wanted to win the bid, Mr. Minh would have to "contribute" 100 million VND.
Mr. Tuyen then repeatedly called to urge the money to be delivered, saying that he had also given it to some provincial leaders; at the same time, he threatened that "if we do not close the deal soon, we will let someone else do this project".
Mr. Minh sent an employee to bring 100 million VND to the agency to give to Mr. Tuyen. The negotiation and receiving process were all recorded by Mr. Minh.
Mr. Minh then filed a complaint with Thanh Hoa Provincial Police.
