According to the accusation of Mr. Hoang Chi Minh - Director of Manh Phu Construction and Trade Joint Stock Company, in May the company received an invitation to bid for the project of building the hall of the Ha Thai Commune Cultural House, with an investment capital of 3.7 billion VND. The company completed procedures to participate as the main contractor.

On June 1, he received a phone call from Mr. Tuyen informing him that the Central Government had allocated 1 billion VND for the project. If he wanted to win the bid, Mr. Minh would have to "contribute" 100 million VND.

Mr. Tuyen then repeatedly called to urge the money to be delivered, claiming that he had also given it to some provincial leaders; at the same time, he threatened that "if the project is not finalized soon, someone else will do it."

Mr. Minh sent an employee to bring 100 million VND to the office to give to Mr. Tuyen. The negotiation and receiving of money were all recorded by Mr. Minh.

Mr. Minh then filed a complaint with Thanh Hoa Provincial Police.
