Specifically, on May 22, 2017, the Department of Agriculture and Rural Development of Thanh Hoa decided to accept Mr. Trinh Van Chat (born August 12, 1979), Deputy Head of the Department of Agriculture and Rural Development of Thach Thanh district, to work at the Department of Crop Production. On February 1, 2018, the director of this department decided to appoint Mr. Trinh Van Chat as Deputy Head of the Department of Crop Production. Mr. Chat only has a part-time university degree. In addition, many other officials were appointed without ensuring their political theory qualifications.

The final decision to appoint or not appoint officials lacking standards and conditions is decided by the director of the department.
“Based on Decision 2235 dated June 28, 2017 signed by Chairman of Thanh Hoa Provincial People's Committee Nguyen Dinh Xung, the above cases do not meet the criteria and conditions for appointment.
