PV:Public opinion has recently been heated regarding several cases of "rapid promotion" or "promotion like Saint Gióng." What are your thoughts on this?
Representative Luu Binh Nhuong:In reality, the phenomenon of "rapid promotion" or "promotion like Saint Gióng" is also a consequence of personnel management lacking transparency and objectivity, and, according to public opinion, shows signs of "power corruption".
PV:The Director of the Department of Internal Affairs of Hai Duong Province signed a decision appointing his son to a department-level position without going through a civil service examination. The reason given was "oversight" in reviewing the application, sir?
Representative Luu Binh Nhuong:I honestly don't think it was due to any "oversight" in the personnel management process. Since the two individuals are related by blood and have a mutual responsibility to each other according to the Family Law, how could such a thing happen? Even without reviewing the files, one would know all the details. Therefore, that reason is difficult to accept.
PV:The procedures are in place, and the regulations are strict, but numerous violations in recent times show that the rule of law is not being strictly upheld by those enforcing it. How should this issue be addressed as we are implementing Central Resolution 4, sir?
Representative Luu Binh Nhuong:I have always stated and maintained the view that the process is not at fault; the fault lies with the people, with the officials.
The Party, the State, ministries, departments, localities, agencies, units, Party members, civil servants... everyone understands the regulations and procedures, especially the staff involved in personnel work. However, procedures are merely formalities, a "shell" serving personnel work; the most important "core" is the action taken to implement the tasks according to those procedures.
If you are fair and just, even if the process is flawed, you will still make the right decision, one that is acceptable to the people, and that earns their respect and acceptance.
