Delegate Luu Binh Nhuong:In fact, the situation of "lightning-fast promotion" and "Saint Giong-style promotion" is also a result of the lack of transparency and objectivity in personnel work, and according to public opinion, there are signs of "power corruption".

Delegate Luu Binh Nhuong:I really don’t think it was due to “negligence” in doing such personnel work. Because between two people who are related by blood, always responsible to each other according to the Law on Marriage and Family, how could such a thing happen? Without needing to look at the records, one would know everything. Therefore, that reason is hard to accept.
PV:The process is in place, the regulations are strict, but many violations in the work of the recent issue show that the rule of law of the public servants is not strict. How should this issue be focused on when we are implementing the 4th Central Resolution, sir?
Delegate Luu Binh Nhuong:For a long time, I have always stated and maintained the point of view: The process has no errors, errors are due to people, due to the staff.
The Party, the State, ministries, branches, localities, agencies, units, party members, civil servants... everyone understands the regulations and procedures, especially the staff in personnel work. But the procedures are just a procedural matter, a formality, a "shell" serving the personnel work; the most important "core" is the action of performing tasks according to that procedure.
