Director of Department of Education and Training: I do not arrange for my children to depend on me.

Talking about his planned son, Director of the Department of Education and Training of Vinh Phuc province Hoang Minh Quan affirmed that he did not spoil or arrange for his son to be dependent.

Mr. Quan said he was surprised when there was a complaint about his son, Deputy Head of the Examination and Quality Control Department Hoang Minh Tuan, being planned to be Deputy Director of the Department of Education and Training for the 2015-2020 and 2020-2025 periods.

He shared that when he was in high school, his son was an excellent student in Physics, won many provincial-level excellent student awards, and participated in the National Physics Olympiad for Students.

Mr. Quan said that career orientation is up to Mr. Tuan to decide.

“When I was the Head of the Yen Lac District Education Department, I was aware of the need to give my children a good education and let them decide their own career path. There were days when my father and I took each other from home to the specialized secondary school in the freezing rain. I was busy with work and once forgot to pick up my son, leaving Tuan waiting for hours,” he said.

Mr. Quan said that after graduating from high school, Tuan was admitted directly to Hanoi Pedagogical University (in 2000). Choosing to study pedagogy was Hoang Minh Tuan's intention.

“At that time, I also wanted to know Tuan’s true ability, so I said, you should register for the university entrance exam to see how capable you are. Tuan registered for the entrance exam at 2 other universities, including the University of Transport, with 28.5 points, and was invited to the young talent class and was sent to study abroad in France. At another school, the entrance exam score was also very high.

However, in the end, Tuan chose the Pedagogical environment.

Mr. Quan said he respected his son's decision. Tuan is the third generation in his family to become a teacher.

“I have grasped the contents of the petition relating to me and my son. The contents about Tuan are completely inaccurate. I have reported to the working group,” he affirmed.

Competent People Planning

Explaining the appointment of Hoang Minh Tuan, Deputy Head of the Department of Examination and Educational Assessment, to the position of Deputy Director of the Department for the 2015-2020 and 2020-2025 periods, Mr. Tuan said that this is completely consistent with the staff's capacity profile as well as age regulations.

“According to the regulations on staff planning, there are criteria on age and capacity of planned staff. Tuan is one of two staff planned for the position of deputy director with the youngest age of 35 years old or older - the youngest age to have a successor staff. In addition, in terms of achievements and professional capacity, he is one of the excellent teachers of Vinh Phuc”.

According to Mr. Hoang Minh Quan, after graduating, Tuan taught at Yen Lac High School, Yen Lac District. Later, when he was appointed Vice Principal of Yen Lac High School, Tuan was transferred to Vinh Phuc Specialized High School, as Vice Principal, and as head of the school's Physics team.

“Many students led by Tuan won high prizes in provincial and national competitions for excellent students. Tuan and his friends, when they were teaching at Yen Lac High School, also opened a Physics review class for students preparing for university entrance exams. Tuan taught all day, very passionately, and demonstrated his independence.”

Mr. Quan affirmed that he personally never lets his children depend on their father, who holds the highest position in the provincial education sector.

“While holding the position of Vice Principal of Vinh Phuc Specialized School, Tuan was requisitioned to the Department to work as Deputy Head of Department, in reality to serve the work of rotating cadres; the Deputy Head of Department that Tuan replaced was transferred to work as Vice Principal of Vinh Phuc Specialized School to replace Tuan.

Regarding the salary coefficient, the position of Deputy Head of Department in the Department is lower than that of Vice Principal (0.7 compared to 0.6). However, I encourage my children to challenge themselves and be trained in many different environments. I do not indulge or arrange for my children to become dependent" - Director of the Department of Education and Training of Vinh Phuc said.

Mr. Quan wrote a report and provided full information to serve the inspection work of the Inspection Team established by the Provincial Party Committee Standing Committee. In the contents stated in the complaint, Mr. Quan provided full documents proving Mr. Hoang Minh Tuan's outstanding achievements since his school days.
