Director of Nghe An Department of Education and Training: Ensuring safe teaching and learning in the new normal state

ENSURING SAFE TEACHING AND LEARNING IN THE NEW NORMAL

Responding to the concerns of the provincial People's Council delegates and voters regarding the quality of online learning at all levels and solutions to ensure safety for teachers and students when going to school in person during the new normal period, Prof. Dr. Thai Van Thanh - Director of the Department of Education and Training shared that this is a concern of the education sector.

The Director of the Department of Education and Training affirmed that Nghe An is one of the leading localities in the country in implementing online teaching and learning. Online teaching and learning is systematically directed by guidance documents for education departments and school principals to direct teaching and learning at schools.

The Education sector has given specific instructions on streamlining the curriculum to teach students basic and core knowledge to ensure that they have no gaps in knowledge and that they have the knowledge to move on to higher grades and levels of education.

In particular, recently, socio-political organizations have supported equipment and upgraded transmission lines to support teachers and students in connecting and using devices to support online learning.

Prof. Dr. Thai Van Thanh informed that in the program "waves and computers for children", the Ministry of Education and Training has issued a document, in the near future, providing money and tablets for children to study so as not to affect their eyesight, ensuring their safety. The Ministry of Education will provide 70 billion VND to be deployed this December to equip tablets for online teaching for students.

The industry has a plan for when children return to school, to develop knowledge and form skills at a high level of application and application so that children have skills that are not inferior to those of other provinces and cities, meeting the requirements of regional and international integration.

Currently, there are 20 districts and towns that have taught in person, but only a few schools and some classes have had to temporarily close due to the pandemic. In Vinh City, high school students go to school in person, while grade 9 students and the remaining classes have not yet implemented online learning.

“The Department of Education and Training directs schools to strictly implement the epidemic prevention and control measures of the Ministry of Health and the Provincial Steering Committee for Epidemic Prevention and Control. If the principal neglects to implement the 5K as directed by the Steering Committee for Epidemic Prevention and Control, the principal and the Department of Education and Training must take responsibility. The Department of Education will take responsibility with the locality to overcome the situation and ensure the safety of teachers and students,” the Director of the Department of Education and Training affirmed.

PROPOSAL TO AMEND THE "FOSTER" REGIME

Comrade Thai Van Thanh said: Education quality is always an issue of special concern to the Education sector. Therefore, the sector has advised the Provincial Party Committee to issue a Resolution to improve the quality of comprehensive education in Nghe An province for the period 2021 - 2025, with a vision to 2030, building the first model to ensure the quality of general education in Vietnam. Currently, the Department is registering intellectual property, ensuring comprehensive education quality from input to output to ensure high-quality human resources.

“The industry is aware that education is the fundamental path to national revival. If we want a strong nation, education must be strong; training high-quality human resources is to improve the competitiveness and prosperity of the nation and the province.

The problem is that we must take steps to implement the Resolution of the Provincial Party Committee to gradually narrow the gap between the mountainous and lowland areas. To do that, in addition to the efforts of the education sector, we need the attention and support of the political system, local Party committees and authorities so that the education sector can continue to improve the quality of teaching and learning" - Prof. Dr. Thai Van Thanh affirmed.

Regarding the proposal to amend Resolution 31/2020/NQ-HDND dated December 13, 2020 of the Provincial People's Council on Regulations on maximum collection levels of service fees serving and supporting educational activities of schools for public educational institutions; collection levels of enrollment services at all levels in Nghe An province, for the foster care regime in preschools in extremely disadvantaged communes.

Prof. Dr. Thai Van Thanh said that Resolution 31 is controlled by Decree 116 of the Government. Decree 116 stipulates a maximum of only 5 teachers/kindergarten. The Department has sent a document to the Ministry of Education and Training to submit to the Government to amend Decree 116 because the regulation of 5 teachers/kindergarten is not suitable for schools in mountainous areas, remote areas, islands, and border areas. At the same time, it submitted to the Provincial People's Committee to amend Resolution 31 to be more suitable.
