Reduced online driver's license renewal fee, many people agree and hope for quick procedures

Currently, individuals and organizations requesting to issue, reissue, or exchange a driver's license online through an account on the "National Public Services" page or a level 2 VNeID account must pay a fee of VND135,000. However, according to the amendments and supplements in Circular 63 of the Ministry of Finance, from December 2023, people will have their driver's license fee reduced online to VND115,000.

Many people agree with the new Circular of the Ministry of Finance and believe that this will help encourage more people to use online public services in the procedures for issuing and exchanging driving licenses. Thereby, reducing the pressure causing congestion at driving license issuance and exchange points in big cities such as Hanoi and Ho Chi Minh City in recent times.

Mr. Nguyen Trong Long (District 3, Ho Chi Minh City) said that applying technology to administrative procedures such as issuing and renewing driver's licenses is necessary so that people no longer have to wait all day at the issuance and renewal points to submit documents or receive their driver's licenses.

"In reality, even though people can apply online, they still have to spend time going to a health check-up at a affiliated place or have their results recognized by the driving license renewal unit and take a new photo. Therefore, I hope that when submitting an online application, it will be processed quickly and without any problems so as not to waste more time going to the renewal point," said Mr. Long.

Also supporting the reduction of online driver's license issuance fees to encourage more people to use the Online Public Service Portal, Mr. Hoang Khang (District 5, Ho Chi Minh City) is also worried that many people applying for new, re-issued, and changed driver's licenses online could lead to overload.

"With simple online procedures and lower fees, it is very convenient for people, no need to jostle in line and wait like before, everything can be done on the phone or computer at home. But I am also worried that if the number of visitors is too high, it will lead to overload, or if there is a problem while filling out the application, I will have to come in person" - Mr. Khang expressed.

Currently, people living and working in Ho Chi Minh City who need to change their driving license need to prepare: Account on the National Public Service website or VNeID level 2 account; Scanned copy of both sides of the driving license in use or citizen identification card (CCCD); electronic health certificate or electronic health certificate (PDF file); 3x4 green portrait photo file.

Then, people access the website: https://dichvucong.gov.vn to register or log in to their account according to the instructions. Enter the search "Change driving license issued by the Department of Transport".

When exchanging a level 4 car driving license online, people need an electronic health certificate from a medical facility announced by the Ministry of Health; or electronically certify the health certificate at the People's Committee of the commune, ward or town.
