The Vinh City Urban Inspectorate is responsible for inspecting and advising on the handling of issues in three areas: urban order; traffic safety; and environmental sanitation and urban landscape. In addition, the unit also carries out several other tasks, such as land clearance; and inspecting and advising on the handling of citizen complaints related to the functions and duties of the Urban Inspectorate in 25 communes and wards. As a public service unit, all recruitment of officials, employees, and workers is directly decided and accepted by the City People's Committee based on proposals from the Urban Inspectorate, stemming from the unit's operational requirements. The unit currently has a total of 34 officials, employees, and workers, including 17 permanent staff and 15 people on indefinite-term contracts. Furthermore, the unit has also hired 3 short-term workers on other contracts such as drivers and security guards.

| Representatives from the Urban Inspectorate clarified several issues of concern to the inspection team. |
Although the unit was allocated 21 personnel, in recent years, due to transfers and retirements, and with new recruitment only being done on contract, the number of contract staff and employees has exceeded the allocated staff. Furthermore, the unit needs to recruit personnel in specialized fields such as law, transportation, and construction, but the recruitment process has been difficult. In addition, despite operating in the inspection sector, the staff and employees do not receive any additional allowances beyond their salaries within the inspection system.

During the working session, the supervisory team noted that the Urban Inspectorate needs to clearly demonstrate its role and responsibility in advising and proposing to competent authorities on the recruitment of vacant positions, including contracting specific job positions that meet the required standards; and to take care of the political ideology and public service ethics of its staff, officials, and workers.
