Vinh City Urban Inspectorate has the function and task of inspecting and advising on handling in 3 areas: urban order; traffic safety and order; environmental sanitation and urban landscape. In addition, the unit also performs a number of tasks, such as site clearance; inspecting and advising on handling the content of citizens' petitions related to the functions and tasks of the Urban Inspectorate in 25 communes and wards. This is a public service unit, so all recruitment of cadres, civil servants and workers is directly decided and received by the City People's Committee based on the proposal of the Urban Inspectorate, based on the unit's task requirements. Of the total number of cadres, civil servants and workers currently in the unit, there are 34 people, including 17 on the payroll and 15 on indefinite-term contracts. In addition, the unit has also organized short-term contracts for 3 workers to perform a number of other tasks such as driving, security, etc.

Although the unit's staff is assigned to 21 people, in recent years due to job transfers and retirements, while the number of new recruits has only been carried out on contracts, the number of cadres, civil servants and contract workers is greater than the number of staff. On the other hand, the training specialties that the unit needs to recruit are law, traffic, construction..., but the recruitment process is difficult to recruit. In addition, although the unit operates in the inspection work, in addition to salary, cadres, civil servants and workers have not received any allowances within the same inspection system.

Through the working session, the monitoring delegation noted that the Urban Inspectorate needs to clearly demonstrate its role and responsibility in advising and proposing to competent authorities in recruiting the missing staff, including contracts for specific job positions that must meet the standards; taking care of political ideology and public ethics for the team of cadres, civil servants and workers.
