Monitoring the implementation of population policies in Hoang Mai town.
(Baonghean.vn) - Continuing the program to monitor the implementation of Resolution No. 52/2012/NQ-HĐND of the Provincial People's Council on some population and family planning policies in the province, on the morning of February 5th, the Culture and Social Affairs Committee of the Provincial People's Council worked with the wards of Quynh Xuan, Quynh Vinh, Quynh Trang, and Quynh Phuong on related issues.

According to reports from localities, the implementation of Resolution No. 52 of the Provincial People's Council has been carried out systematically and specifically tailored to the situation of each locality; incorporating population and family planning content into the criteria for evaluating and awarding the title of "Cultural Family," and into the annual assessment and ranking of Party Committees and organizations/units; investing funds in population and family planning work; and implementing incentive and reward policies promptly, thereby contributing to changes in awareness and behavior.

However, localities frankly admit that the population and family planning work has not been very effective. In the three years of implementing Resolution No. 52 of the Provincial People's Council, very few blocks were commended for having people giving birth to a third child. For example, Quynh Xuan, Quynh Vinh, and Quynh Phuong communes had none, and Quynh Trang commune only had 1 out of 13 blocks commended.

According to local authorities, the current penalties for violations of population and family planning policies are too low and therefore insufficient to deter offenders. The regulation stipulating a contribution of 2 million VND per violation to the population and family planning fund is met with willingness from many families to have more children. Furthermore, the shift from free provision of contraceptives to a marketing mechanism has resulted in low effectiveness of population and family planning efforts.

Based on the current situation, localities have suggested that the Provincial People's Council should study solutions to make population and family planning work more sustainable, contributing to economic development and ensuring employment, living standards, and income for the people.
