Supervise the implementation of state management on organizational structure and staffing at the Department of Home Affairs

(Baonghean.vn) - On the morning of October 21, the Legal Committee of Nghe An Provincial People's Council supervised the implementation of state management on organizational structure, payroll, and labor contracts at the Department of Home Affairs.

During the period from 2020 to 2022, Nghe An province has strictly implemented the regulations of the Party and State, the National Assembly, the Government, and central ministries, branches and sectors on the organization of the state administrative apparatus.

In particular, maintain stability in the organizational apparatus, do not establish intermediate organizations, implement multi-sectoral and multi-field management, reduce focal points, properly implement regulations on the number of deputies in agencies and organizations, and streamline the payroll with appropriate steps.

Ensure basic requirements to clearly define functions, tasks, powers, responsibilities and relationships between organizations and agencies, eliminate overlap in functions and tasks of organizations, agencies and within each department, resolutely eliminate unnecessary organizations; avoid overlap, unclear responsibilities, and inefficiency in management of apparatus and cadres, civil servants and public employees.

The whole province has merged 39 administrative units (16 must-merge areas, 4 encouraged areas, 19 adjacent areas) of 9 districts and towns; after the merger, 19 commune-level administrative units were formed, reducing 20 commune-level administrative units. Thus, Nghe An province has 460 communes, wards and towns from 480 communes, wards and towns.

Arrangement of hamlets, blocks, and villages: Current status 5,884, merged 3,886, formed 1,804, reduced 2,082; number of existing blocks and hamlets after merger: 3,804 hamlets, blocks, and villages (with 2 newly established blocks).

The classification of administrative units associated with the number of commune-level cadres and civil servants contributes to stabilizing the payroll, and planning work is given attention. Commune-level cadres and civil servants have made positive changes in the direction of rejuvenation and professional standardization; they enjoy full benefits and policies, and receive professional and technical training.

The total number of public service units in the province at present (provincial and district levels) is 1,678 units. Of which, the number of units that have been reorganized (2020-2022): 146 units.

The number of units that have not been reorganized is 42. The total number of units reduced after reorganization (2020-2022) is 76. The whole province currently has 60 public service units that self-insure regular and investment expenses and public service units that self-insure regular expenses, accounting for 3.6% of the total number of public service units in the whole province.

The Department of Home Affairs has advised the Provincial People's Committee to strictly implement regulations on staff streamlining policies and promptly resolve policies and regimes for those subject to staff streamlining. As a result, from 2020 to 2022, the whole province has implemented staff streamlining for 2,012 cadres, civil servants and public employees.

Discussing at the meeting, the opinions of the members of the monitoring delegation requested the Department of Home Affairs to clarify a number of contents related to the staffing of teachers; secondment of teachers; results of streamlining the staffing; and recruitment of civil servants and public employees.

The policy of bringing regular police to communes; resolving redundant cadres after commune mergers; policies for cadres, civil servants, non-professional cadres at commune level, and hamlet cadres after mergers; rearranging and reviewing inter-sectoral steering committees, expanding the administrative boundaries of Vinh city, the situation of cadres and civil servants resigning, etc. were explained and clarified by the representative of the Department of Home Affairs.

Speaking at the meeting, comrade Nguyen Nam Dinh - Permanent Vice Chairman of the Provincial People's Council requested the Provincial Department of Home Affairs to grasp, update and review the Central's regulations to promptly advise the province on water management work regarding organizational structure, payroll, and labor contracts in state administrative agencies and public service units in the province.

At the same time, review and amend regulations on functions, tasks, internal organization, and staffing to create job positions for agencies, units, and localities to continue to reorganize the apparatus of state administrative agencies in the direction of merging to increase scale and implementing multi-sectoral and multi-field state management.

The industry needs to pay attention to information and propaganda work so that policies and guidelines are updated promptly by local agencies, departments and branches.
