Fines reduced for spreading fake news about bombs at the airport

Decree 162 on administrative sanctions for violations in the field of civil aviation, effective from January 15, 2019, allows fines from 7 to 10 million VND for one of the following violations:

- Illegal entry into restricted areas of airports, airfields and restricted areas of places with civil aviation facilities, equipment and facilities;

- Assaulting aviation staff, passengers, and other people at airports, airfields, places with civil aviation facilities, equipment, and facilities that are not yet subject to criminal prosecution;

- Putting people or objects into the cockpit of an aircraft in violation of regulations;

- Causing disturbance, inciting, or enticing others to cause disturbance, disrupting security and order on an aircraft, but not to the extent of being subject to criminal prosecution;

- Stealing, openly appropriating, illegally holding objects, equipment or assets in airports, airfields, on aircraft that are not yet subject to criminal prosecution;

- Bringing dangerous items or substances into restricted areas at airports or seaports in violation of regulations but not to the extent of being subject to criminal prosecution;

- Failure to comply with regulations on registration and receipt of weapons, support tools, and dangerous items permitted to be brought into restricted areas or onto aircraft;

- Failure to provide or incorrect or incomplete provision of pre-flight information (API) as required;

- Gambling or allowing others to take advantage of the headquarters or vehicles in the airport area, airport or on the plane to gamble without being prosecuted for criminal liability...

Fine 10,000,000-15,000,000 VND

- Illegal entry into aircraft;

- Assaulting crew members, passengers, or other people on the aircraft without being subject to criminal prosecution;

- Bringing support tools, flammable substances, primitive weapons, sports weapons, hunting guns and other weapons and objects with similar shapes, features and effects into restricted areas at airports, airfields, and onto aircraft in violation of regulations but not to the extent of being subject to criminal prosecution;

- Making statements threatening aviation safety that are not yet subject to criminal prosecution;

- Bringing dangerous items onto an aircraft that are not yet subject to criminal prosecution.

Fine 15,000,000-20,000,000 VND

- Spreading or providing false information about the presence of guns, bullets, bombs, mines, explosives, explosives, radioactive substances, biological and chemical weapons that affect the normal operations of civil aviation activities but not to the extent of being subject to criminal prosecution;

- Providing false information that may threaten the safety of aircraft on the ground; the safety of passengers, flight crew, ground staff or people at airports, airfields and civil aviation facilities, equipment and facilities that are not yet subject to criminal prosecution;

- Bringing explosives, explosive materials, military weapons, and flammable substances into restricted areas at airports and seaports in violation of regulations but not to the extent of being subject to criminal prosecution.

Fine 20,000,000-30,000,000 VND

- Spreading or providing false information about the presence of guns, bullets, bombs, mines, explosives, explosives, radioactive substances, biological or chemical weapons or other information that may threaten the safety of flying aircraft or people on flying aircraft;

- Bringing explosives, explosive materials, military weapons, and flammable substances onto an aircraft in violation of regulations but not to the extent of being subject to criminal prosecution.

The penalty for this act has been reduced by 10 million VND compared to the old regulation in Decree 147/2013.
