Setting a trap with extremely high interest rates, appropriating more than 600 million VND
(Baonghean.vn) - Offering interest rates of up to 5,000 VND/million/day, Luong Thi Huyen easily borrowed a large amount of money from the victims and then appropriated it.
On November 15, the Provincial People's Court opened a first-instance criminal trial of Luong Thi Huyen (born in 1981, residing in Hoa Binh town, Tuong Duong district, Nghe An province) for the crime of "Fraudulent appropriation of property".
Huyen is currently an officer of Tuong Duong District Radio and Television Station.

According to the indictment, because she owed money to many people and did not pay, Luong Thi Huyen had the intention of appropriating other people's property.
On September 7, 2017, Huyen told Mr. Nguyen Dinh D. that she was borrowing money for the police and the court of Tuong Duong district to serve the work of preventing and fighting crime, with an interest rate of 5,000 VND/million/day. Trusting Huyen, Mr. D. lent her 151 million VND and lent her the land use right certificate as collateral.
Then, Huyen lowered the interest rate to 2,000 VND/million/day to borrow another 39 million VND from Mr. D. Huyen mortgaged Mr. D.'s land use right certificate for 270 million VND. Huyen appropriated all of this money without paying as previously committed.
Also with an interest rate of 5,000 VND/million/day, by lying about borrowing money on behalf of many officials, heads of district agencies and borrowing on behalf of agencies, Huyen appropriated 380 million VND from Ms. Phan Thi V. and 50 million VND from Vu Thi H.
To gain the trust of the victims, Huyen often paid the interest 1 month in advance. When the payment deadline came, Huyen lied to the creditors that the borrowers had not paid and paid an additional month of interest.
When the deadline came but Huyen did not pay and could not be contacted, the victims realized they had been scammed and filed a complaint. The authorities concluded that by borrowing money at high interest rates, Huyen had appropriated a total of 606 million VND from 3 victims. Because Huyen was pregnant, she was banned from leaving her place of residence during the investigation.
At the trial, Huyen confessed to all of her crimes. Considering the case as a whole, mitigating circumstances such as honest confession, many achievements in her work, partially compensating the victims...
The People's Court sentenced defendant Luong Thi Huyen to 4 years in prison and ordered her to return to the victims all the money she had embezzled.
